SRCI Complex 1 Hot Water Heater Replacement - Scope of Work and Specifications
This document is a comprehensive scope of work and technical specifications prepared for the State of Oregon for the replacement of six commercial water heating systems at Snake River Correctional Institution (SRCI), a multi-security correctional facility located in Ontario, Oregon. The project involves replacing six existing 250-gallon, 400,000 BTU gas-fired water heaters with six new 250-gallon, 800,000 BTU units serving housing units A, B, and C at the facility. The scope includes installation of new digital mixing valves, BACnet-capable control systems integrated with SRCI's Carrier I-Vue building automation system, new electrical service panels and dedicated circuits, heat-traced rooftop piping for both hot and cold water lines, and associated plumbing specialties including expansion tanks, check valves, ball valves, butterfly valves, and comprehensive piping insulation. The project necessitates temporary hot water heater provision during shutdowns exceeding two hours to enable simultaneous water heater replacement on each housing unit, thereby minimizing crane operations and factory representative startup requirements.
The specifications encompass detailed requirements across multiple divisions including plumbing (Division 22), heating and ventilation (Division 23), and electrical work (Division 26), with particular emphasis on compliance with NEMA standards, NSF potable water requirements, ASME specifications, and comprehensive testing, adjusting, and balancing procedures performed by NEBB-certified TAB specialists. All materials must comply with relevant industry standards for valves, piping, insulation, and control systems, with specific requirements for meter and gauge installation, pipe identification and labeling, equipment supports, and system commissioning. The project includes provisions for temporary hot water supply during construction, requiring contractors to coordinate shutdowns and minimize service interruptions to the active correctional facility, alongside standard field quality control testing including pressure tests at 50 psig above operating pressure and chlorine disinfection procedures for all new and modified potable water piping.

SRCI Complex 1 Hot Water Heater Replacement Background/Statement of Work
Background: SRCI is located at 777 Stanton Blvd., Ontario, Or. and is a multi-security institution representing the largest facility in the department with 2,336 medium security beds, 154 minimum security beds and 510 Special Housing beds. Complex One opened in August of 1991, the original design had one- 250-gallon water heater per housing unit located on the roof. Since, SRCI Physical Plant has added one
ea. additional matching water heater per housing unit to provide more hot water and a backup if one were to go down.
Project: SRCI has 6 250-gallon gas fired 400,000 btu water heaters located on the roof of housing units A, B, And C. These water heaters have reached the end of life and need replacement. Increasing btu input to 800,000 btu’s will give each housing unit redundancy and prolong the life of the new water heaters.
SRCI Complex 1 Hot Water Heater Replacement Scope of Work
The scope of work for this project is to replace the 6 existing 250 gallon 400,000 btu gas fired water heaters with 6 new 250 gallon 800,000 btu gas fired water heaters for SRCI Complex 1 housing units A, B, and C. These water heaters need to have a horizontal mounted NEMA rated control enclosure (reference detail SB-92747-1) while meeting the specs of detail SB- 91833-1. The 18 existing thermostatic mixing valves are to be replaced with new digital mixing vales. Water heaters and tempering valve are to have BACnet capabilities and programmed into SRCI’s Carrier I-Vue building automation system. Each water heater will have a dedicated circuit and new heat trace on all roof top cold water and hot water lines. The panels servicing these water heaters are to be replaced with new service panels as well.
During demo, one existing water heater can provide sufficient hot water to the housing unit. Following Exhibit 7.15 (E) allows the institution to monitor hot water usage. For shutdowns lasting longer than 2 hours, contractor provides temporary hot water heater which will give the ability to replace both water heaters on each housing unit, minimizing crane picks and factory rep start up.
