About this opportunity
Tarrant County College District (TCCD) is soliciting proposals for RFP #25-042 to secure comprehensive snack, micro-market vending, and office coffee services across its five campuses and satellite sites. The procurement seeks a vendor to provide, install, and maintain vending equipment, including 64 vending and 91 office coffee machines, with requirements for nationally recognized brands, credit card-enabled machines (85% of total), and offerings of cold sandwiches and perishable meals. Key deliverables include equipment maintenance, regular restocking, monthly commission reporting, and support for the district's Blue Zones Project initiative. The evaluation criteria heavily weight commission percentage at 56%, with additional consideration for vendor reputation, service quality, and alignment with district needs. Proposals are due on November 14, 2025, at 2:30 p.m., with a virtual pre-proposal meeting scheduled for October 30, 2025, at 9:00 AM via Microsoft Teams. The contract term is five years, with options for five consecutive one-year renewals, contingent upon performance and mutual agreement.
The procurement emphasizes participation of Historically Underutilized Businesses (HUBs), accepting certifications from multiple agencies including the North Central Texas Regional Certification Agency and the State of Texas HUB program. While HUB participation is encouraged, there are no demographic-based preferences, and selection will be merit-based. The district will track HUB participation monthly and report quarterly to the Board of Trustees. The solicitation covers contracts of $50,000 or more and provides detailed guidelines for prime contractors and subcontractors. Historical sales data indicates significant revenue potential, with snack vending sales totaling $453,678.30 and coffee-related supplies reaching $36,540.88 in the fiscal period spanning September 2024 to August 2025. Vendors must provide comprehensive documentation, including company information, certifications, and compliance with various state regulations. The contract structure allows the vendor to generate revenue through machine sales while providing a commission back to the college district, with specific requirements for equipment placement, product selection, and service quality.
