About this file

This is a Request for Proposal (RFP #25-042) issued by Tarrant County College District (TCCD), a two-year college district with five physical campuses and one online campus located in the Fort Worth metropolitan area. The RFP solicits proposals for snack, micro-market vending, and office coffee services across the district's campuses. The solicitation seeks a vendor to provide, install, and maintain vending machines, micro-market machines, and coffee machines, with a contract term of five years and the option to renew annually for up to five additional one-year periods. The proposal submission deadline is Friday, November 14, 2025, at 2:30 p.m., with an online pre-proposal meeting scheduled for Thursday, October 30, 2025, at 9:00 AM via Microsoft Teams.

The district requires the selected vendor to provide high-quality vending services, including nationally recognized brands, credit card-enabled machines (85% of machines), and machines that offer cold sandwiches and perishable meals when food service facilities are closed. The vendor will be responsible for equipment maintenance, restocking, and providing monthly commission reports to TCCD. The district expects the vendor to support its Blue Zones Project initiative and maintain clean, well-functioning equipment that meets ADA requirements. The RFP emphasizes a "best value" selection process, with evaluation criteria including commission percentage (56% weight), reputation, service quality, meeting district needs, past relationship, and long-term costs. The district currently has 64 vending and 91 office coffee machines across its campuses and seeks a vendor that can efficiently manage and improve these services.

1.13.3 Please describe how you would configure each Campus (5) and Off-site based on the layout of each campus provided in the link below.

1.13.4 Please go the link below to view the Campus maps: https://www.tccd.edu/locations/

1.13.5 It is our tentative plan to make any transition i.e. remove current vending, micro-markets, and coffee equipment and install new during the week of TCC’s Winter Break which is schedule for December 22nd- January 4th while fewer people will be effected by the change out of equipment. If this time frame poses an issue for your company, please indicate so in your response.

1.13.6 Current Snack, Micro-Markets, and office coffee machines located throughout the District are listed below. 64 vending and 91 office coffee machines are listed, however, your proposal should include the number of vending and office coffee machines you recommend based on campus layouts provided in the link above and the number of students/staff at TCCD.
