About this opportunity
The Incorporated County of Los Alamos Municipal Court is requesting proposals for contracted facilitation of SMART Recovery for Juveniles programming, with proposals due September 2, 2026 at 2:00 p.m. Mountain Time, and estimated contract award targeted for September 18, 2026 (RFP27-23).
Los Alamos County offers local-business, New Mexico resident-business, Native American resident-business, and resident-veteran-business preferences under Los Alamos Code Section 31-261(b) and NMSA 1978 Section 13-1-21, with preference documentation required at proposal submission. Offerors must submit a Campaign Contribution Disclosure Form naming seven specified County Councilors and disclosing any contributions exceeding $250 in aggregate made within the two-year period prior to proposal submission.
The scope requires weekly in-person SMART Recovery meetings (approximately 45 minutes each, twice weekly) during the Los Alamos High School academic year, structured as two 12-week sessions annually, beginning October 2026. Historical attendance averages 3–8 participants per session, approximately 10 youth annually. Facilitators must complete standard SMART Recovery training and pass Los Alamos High School background checks; the County does not require additional juvenile-specific certifications beyond SMART facilitator training. The contractor must communicate regularly with the school and Municipal Court, submit monthly reports by the tenth calendar day detailing meeting dates, locations, and attendance, and provide semester-end program-results reports within fifteen days of school semester conclusion. One qualified facilitator is expected to conduct sessions with court personnel present for support. Offerors may propose optional services such as individual recovery coaching or additional group sessions priced separately, though budgetary flexibility is limited.
The contract term spans five years initially with an option for an additional three-year renewal. Offerors must propose pricing on a per-session basis or as a combination of fixed program administration and unit-based service fees; the County prohibits cost-plus-a-percentage-of-cost contracts and expects routine travel costs incorporated into base pricing. Escalation mechanisms may be proposed using fixed annual percentages or cost-of-living adjustments.
Evaluation is weighted: Qualifications, Experience, and Relevant Experience (20 points); Understanding of and Ability to Comply with Applicable Industry Standards, Laws, Rules, and Regulations (10 points); Description of Services and Ability to Meet Scope of Services (40 points); and Cost Proposal (30 points). A non-mandatory pre-proposal conference occurred August 14, 2026; written questions were due August 17 with County responses issued by August 19. Offerors must submit Certification Regarding Debarment and Suspension, Campaign Contribution Disclosure Form, Verification of Authorized Offeror, and applicable Preference Request Forms. All submissions must be electronic through the County's Procurement Portal. The contract is anticipated to be funded through County resources with no grant funding expected.
Opportunity text
The Incorporated County of Los Alamos ("County") Municipal Court is seeking qualified service providers to provide SMART Recovery for Juveniles. Youth in the County face increasing challenges related to substance use and behavioral health, yet there is a lack of developmentally appropriate, evidence-based recovery supports tailored to juveniles. Traditional programs often fail to engage adolescents or address their unique needs for skill-building, autonomy, and motivation. There is a clear need for structured, youth-centered programming such as SMART Recovery, which uses cognitive behavioral and motivational approaches to help participants develop coping strategies, manage impulses, and build resilience. Contracted facilitation of juvenile-focused SMART Recovery meetings will provide a consistent, supportive environment that promotes positive behavior change, reduces recidivism, and supports long-term well-being
