About this file

This Addendum No. 1 document issued by the Incorporated County of Los Alamos Procurement Division modifies the original RFP27-23 solicitation for SMART Recovery for Juveniles services. The addendum extends the solicitation closing date to Monday, August 31, 2026 at 2:00 PM Mountain Time and provides responses to 34 questions submitted by potential offerors. The county seeks a qualified service provider to deliver evidence-based SMART Recovery programming for juveniles referred through the Municipal Court and Los Alamos Public Schools, utilizing cognitive-behavioral and motivational approaches to support substance use recovery, behavioral health, and long-term well-being. The program requires weekly in-person SMART Recovery meetings (approximately 45 minutes each, twice weekly) while Los Alamos High School is in session, structured as two 12-week sessions annually, with historical referral patterns averaging 3-8 participants per session and approximately 10 youth annually. A pre-proposal conference was held on August 14, 2026. The anticipated initial contract term is five years with an additional renewal option for three years.

Offerors should propose pricing using either a per-session rate or a combination of fixed program administration and unit-based service fees, with escalation mechanisms typically applied as fixed annual percentages or cost-of-living adjustments, and should incorporate routine travel costs into base program pricing rather than billing separately. The county anticipates requiring professional liability insurance, workers' compensation if applicable, and automotive insurance for any county driving, with final determinations made by the Department of Risk. One qualified facilitator is expected to conduct sessions with court personnel present for support, and facilitators must complete standard SMART Recovery training and pass Los Alamos High School background checks. The county does not require additional juvenile-specific certifications beyond SMART facilitator training. Offerors may propose optional services such as individual recovery coaching or additional group sessions priced separately, though the county has indicated limited budgetary flexibility for enhancements beyond the core SMART Recovery program.

Extension of Solicitation Closing Date As a result of this Addendum, the Solicitation Closing

Date is extended to Monday, August 31, 2026 at 2pm Mountain Time.

The RFP requires pricing for each possible year of a contract of up to seven years. Does the County have a preferred escalation method, such as a fixed annual percentage or CPI-based adjustment, or should Offerors propose the mechanism they believe is most appropriate?

Typically, contractor will provide a fixed annual percentage. However, offeror may propose the mechanism they believe is most appropriate.

For purposes of the Qualifications, Experience, and Relevant Experience evaluation criterion, may an Offeror demonstrate relevant experience through a combination of the organization's experience and the individual professional experience, qualifications, training, and prior service experience of the key personnel proposed to perform the contract?

Yes.

Section 17.6 encourages Offerors to identify modifications that could improve service delivery. Is the County open to proposals that recommend phased implementation, additional group sessions triggered by utilization, or an enhanced service model beyond the minimum weekly meeting requirement?

Yes.

Has Los Alamos County previously contracted for juvenile SMART Recovery or similar recovery-support services? If so, may the County identify the previous program model and general scope so Offerors can understand whether this RFP represents a new program

Yes. Previous contract included twice weekly SMART sessions in Los Alamos high school during lunch.

Referrals were from Teen Court and Los Alamos high school. This contract would be a continuation of an existing service.

Modification and/or Question Answers or7continuation/expansion of an existing service?

May the successful Offeror utilize qualified employees, independent contractors, or approved subcontractors as SMART Recovery facilitators during the contract term, and if so, are there specific County approval requirements for changes in assigned personnel?

They do require a school background check if they are in the schools. Communication of personnel is important with the municipal court as we work as a team in ensuring the program is successful.

Although the RFP states that the contract may extend for up to seven years, what initial contract term and renewal structure does the County currently anticipate?

5 years with additional renewal for 3 years.

May travel from the Contractor's principal place of business to Los Alamos for required in-person meetings be separately identified as a reimbursable expense, or should routine travel be incorporated into the Offeror's base program pricing?

Include in the offeror’s base program pricing.

Does the County anticipate requiring the $3 million cyber/network privacy policy for this contract if the Contractor only receives limited participant information and does not host or maintain a County information system?

Cyber/Network privacy insurance is typically not required on this type of procurement, but the Department of Risk will make final determinations upon contract drafting and negotiations.

If services are limited to non-clinical SMART Recovery facilitation and the Contractor is not diagnosing, treating, or providing licensed clinical services, will the $2 million medical malpractice insurance requirement apply?

Medical Malpractice insurance is typically not required on this type of procurement, but the Department of Risk will make final determinations upon contract drafting and negotiations.

The Sample Services Agreement includes several insurance categories, including professional liability, cyber/network privacy, and medical malpractice. Which insurance requirements listed in the sample agreement does the County anticipate applying specifically to RFP27-23 SMART Recovery for Juveniles?

Depending on company and contract structure, the County typically requires Professional Liability, Workers’ Comp if applicable to your business size, and Automotive for any driving that will occur within the county. All insurance requirements are subject to the final determination of the Department of Risk and County attorneys.

Does the County currently have standardized monthly and semester reporting templates, data systems, or

No. Just some mechanism of reporting attendance for teen court compliance.

Modification and/or Question Answers outcome measures that the successful Contractor will be required to use?

Section 16.5 requires reporting the rate of “successful and timely completion.” How does the County define successful completion of the SMART Recovery program, and are there established attendance, curriculum, behavioral, court, or other criteria that will determine successful completion?

This is for the offeror to determine. The county relies on their expertise to say if they completed the program pursuant to teen court requirements.

What participant information will the Contractor receive from the Municipal Court or LAPS, and what level of individual participant documentation will the Contractor be expected to maintain beyond attendance, completion, and aggregate program reporting?

Offeror receives the referrals from Municipal Court/Teen Court. Attendance is typically the only documentation needed.

Will the Municipal Court and/or Los Alamos Public Schools identify and refer eligible youth directly to the Contractor, or is the Contractor expected to perform participant outreach, screening, intake, eligibility determination, or enrollment activities?

All referrals will be received by contractor.

Section 17.7 permits Offerors to propose optional services. Would the County consider optional services, such as individual recovery coaching, parent/family education, additional group sessions, summer programming, virtual follow-up, prevention education, or post-program support, if priced separately?

Yes.

Because weekly meetings are required only while Los Alamos High School is in session, does the County expect the Contractor's compensation to continue based on court referrals, and how does the awarded Contractor facilitate a change in program locations during school breaks if they are occurring at a Los Alamos school?

Classes are not to be held when school is not in session.

Modification and/or Question Answers

Section 16.1 requires weekly in-person SMART Recovery meetings while Los Alamos High School is in session. What meeting duration does the County anticipate for each session, and is the County expecting one weekly group meeting or multiple weekly sessions if participant demand exceeds the capacity of a single group?

45 minutes is what is usually provided for this class – twice a week.

Our referrals are limited – there has never been too much capacity. Could add as an option in contract for additional pricing.

Does the County prefer pricing to be proposed as an annual program fee, monthly program-management fee, per-session rate, hourly rate, or a combination of fixed program administration and unit-based service fees?

Per-session rate or a combination of fixed program administration and unit-based service fees.

May an awarded Contractor transition facilitation responsibilities among appropriately trained and qualified employees during the contract term, provided the County is notified and all required qualifications are maintained?

Yes – as long as they comply with Los Alamos high school background checks.

Does the County anticipate that one qualified facilitator may provide the required weekly services, or is there an expectation for two facilitators, backup facilitators, clinical supervision, or additional program staff?

Expectation is that there is one to build the rapport with the youth. However, court personnel will be present with the facilitator for support.

Does the County require any additional juvenile-specific SMART Recovery training, behavioral-health credential, clinical license, background clearance, school-system clearance, or other certification beyond standard SMART Recovery facilitator training?

No additional training other than SMART facilitator training. The schools do require a background check.

If an Offeror has identified qualified program personnel who are in the process of completing SMART Recovery facilitator training, may those personnel be included in the proposal provided required certification is completed before services begin in October 2026?

Yes.

Modification and/or Question Answers

What specific SMART Recovery training, facilitator certification, or other credential must the individual conducting the juvenile SMART Recovery meetings possess at the time of proposal submission, contract award, and commencement of services?

Provide what you have and it will go into scoring.

Can the County provide the anticipated number of juvenile participants expected to be referred to SMART Recovery each month or school semester? If available, can the County also provide historical data on juvenile referrals, substance use, diversion, or related program participation that Offerors may use when developing staffing and pricing assumptions?

3-8 for each session. Each 12 week session was between 3 to 8 students – so about 10 annually. Usually the referrals will come in waves. One semester there will be a full class compared the next semester when it will be very small. Offeror should include if they will require a certain number of referrals to “make” a class or what the maximum number of referrals they can handle per session.

Does the County anticipate that Offerors may separately price enhanced or optional services beyond the two 12-week SMART Recovery sessions, particularly services that support participants between sessions or during school breaks?

No. We have other resources that support this.

The RFP permits Offerors to propose modifications and optional services that may enhance successful delivery of the Scope of Services. Would the County favorably consider an enhanced, whole-person recovery model that supplements the required SMART Recovery curriculum with culturally responsive, individualized supports that consider a juvenile's family environment, cultural background, personal values or beliefs, social needs, educational goals, and other factors that may influence recovery and long-term well-being? If so, how should Offerors distinguish and present these enhanced services within the technical and cost proposals so they can be evaluated separately from the required SMART Recovery services?

We are budgeted for providing the SMART recovery program.

29 When evaluating Offeror-proposed optional or enhanced services

Look at the scores we use to review the RFP. That is what we will utilize.

Modification and/or Question Answers beyond the minimum SMART Recovery scope, what factors will the Evaluation Committee consider in determining whether those services add value—for example, evidence base, participant outcomes, responsiveness to juvenile needs, cost effectiveness, family engagement, accessibility, or ability to reduce barriers to successful participation?

Is the County interested in proposals that include strategies to responsibly expand participation beyond historical SMART Recovery enrollment levels, including outreach, prevention, early intervention, family engagement, or other pathways for serving youth who may benefit from recovery-support services but are not currently participating through the existing referral process? If so, what populations would the County consider eligible for those enhanced services?

We are open to other ideas – but it is not scored in the proposal.

Would the County consider optional prevention and early-intervention programming for youth who may demonstrate substance-use risk factors but have not yet reached the same level of involvement as juveniles referred for SMART Recovery, or does the County intend all services under this Agreement to remain limited to Municipal Court-referred participants?

No. We have other resources.

Would the County consider optional services that engage parents or guardians in recovery education, resource navigation, family stability, financial capability, workforce support, or other services intended to strengthen the environment supporting the juvenile's recovery? If so, would parents and guardians be eligible participants under this contract for service delivery and pricing purposes?

No. We have other resources.

33 As part of a culturally responsive and participant-centered approach, may

The County does not have specific policies around this question.

Modification and/or Question Answers the Contractor appropriately consider a participant's self-identified cultural background, personal values, traditions, spirituality, religion, or non-religious worldview when those factors are important to the juvenile or family, provided participation is voluntary, services remain nondiscriminatory, and the required SMART Recovery curriculum remains secular and unchanged? Does the County have specific policies or limitations that Offerors should incorporate into proposed culturally responsive services?

If enhanced services proposed by an Offeror are not selected as part of the initial award, does the County anticipate having the contractual ability during the term of the Agreement to subsequently authorize and fund optional services included in the successful Offeror's proposal based on demonstrated participant needs, program outcomes, utilization, or available funding, without conducting a separate procurement?

It is unlikely that contracts for other services will result from this request.
