About this opportunity

Gwinnett County, Georgia is requesting proposals for administration of a Small Business Assistance Program (SBAP) utilizing American Rescue Plan Act (ARPA) and CARES Act Community Development Block Grant (CDBG-CV) funding on an annual contract with two optional one-year renewal periods, with proposals due December 16, 2022 at 2:50 p.m.

Total funding available is $5.948 million, comprised of $5 million in ARPA funds and $948,814 in CDBG-CV funds. The County anticipates approximately 1,700 applications based on historical CARES Act grant data.

The scope includes application portal development and management on the contractor's website, eligibility verification and SAM.gov registration, grant award processing and disbursement, technical assistance to applicants, contract development, comprehensive reporting, and record retention for five years after final payment. Applications will remain open 30 to 60 days, with all grant funds expected disbursed by December 31, 2023, and no less than 80% of CDBG-CV funds by October 31, 2023. The contractor must maintain professional liability insurance of $1 million with an A.M. Best rating of A-5 or higher and comply with federal CDBG regulations, drug-free workplace requirements, and anti-lobbying certifications.
