Summary of RP038-22 ADD 3 – Addendum 3
This document is an Addendum 3 to Request for Proposal RP038-22 issued by Gwinnett County, Georgia, for the Small Business Assistance Program (SBAP) utilizing American Rescue Plan Act (ARPA) and Community Development Block Grant Community Disaster Loan (CDBG-CV) funding on an annual contract basis. The County seeks a contractor to administer a grant program for small businesses, including application processing, eligibility verification, beneficiary reporting, program management, and technical assistance. The contractor will be responsible for developing the online application portal on their website, reviewing applications, awarding grants according to a defined formula based on employee count and gross revenue, managing grant disbursements, and providing regular progress reports to the County. The original proposal due date of December 16, 2023 at 2:50 PM applies. A pre-proposal meeting was held on December 1, 2022, with attendees from nine organizations listed in the addendum. The contract term is annual, with the expectation that all grant funds will be disbursed by December 31, 2023, and no less than 80% of CDBG-CV funds must be expended by October 31, 2023. Applications will remain open for a minimum of 30 days and a maximum of 60 days.
Total funding available is $5,948,814, comprised of $5 million in ARPA funds and $948,814 in CDBG-CV funds. Grant awards range from $2,500 to $10,000 per small business, depending on employee count and gross revenue. The contractor may use up to 20% of CDBG-CV funds and 10% of ARPA funds for administrative and program expenses, including technical assistance, program management, and oversight. Grant recipients (beneficiaries) must be small businesses operating in Gwinnett County with current business licenses, active Georgia Secretary of State filings, and SAM.gov registration. At least 51% of beneficiaries must be qualifying low- to moderate-income small businesses for CDBG-CV funding compliance. The contractor will disburse funds immediately upon application approval, except for applicants demonstrating future need, who must submit paid invoices and revenue documentation before disbursement. The County anticipates approximately 1,700 applications based on historical data from a previous CARES Act grant program. No bonds or background checks are required, and the contractor need not be based in Georgia or Gwinnett County, though they must register as a vendor if selected. The contractor is classified as a contractor (not a subrecipient) under 2 CFR 200, and Section 3 HUD requirements apply to any jobs created for program administration.

The proposal Due Date has been postponed until December 16, 2023 at 2:50 PM
Q1. Does the County have an estimated range for grant award amounts?
A1. See Potential structure and tiers below:
Potential structure and tiers; subject to adjustment:
# of employees Gross Revenue* Grant amount
0 to 5 $25,000 to $100,000 $2,500 $100,001 to $250,000 $5,000
6 to 20 $150,000 to $250,000 $7,500 $250,001 + $10,000
*We need to determine which year’s tax return is used to calculate the gross revenue.
Q2. Does the County have an estimated number of applicants that may apply to the program?
A2. No, but we had just over 1,700 grants awarded for the CARES Act grant program two years ago.
Q3. Does the County expect applicants to be beneficiaries, subrecipients, or both? (terms as defined in the U.S. Treasury Final Rule under the Coronavirus State and Local Fiscal Recovery Funds). If beneficiaries and subrecipients, does the County have an estimate for % split between subrecipients and beneficiaries?
A3. The selected vendor(s) will be defined as contractors for the purpose of this award in accordance with 2 CFR 200. The small businesses receiving the assistance will be defined as the beneficiary.
The total amount of CDBG-CV funds awarded will allow for up to 20% to be used for program administrative costs with 80% being reserved for direct assistance to beneficiaries. ARPA administrative funds are limited to 10% of the allocation.
Q4. Is technical assistance envisioned to help applicants apply for funding, or implement funding, or both?
A4. The County encourages technical assistance at the time of application to improve quality of application submissions and reduce additional technical assistance and reporting needs post award.
Q5. Does the County have a preference on the type and/or amount of technical assistance that is to be performed?
A5. There is no required approach, but we've identified that grant application workshops, FAQs, and email/phone support for clarifications on what is allowed as eligible expenses and how to document that ensures successful submissions.
RP038-22 ADD 3 Page 2
Q6. Does the County have a preference on the scope and scale of monitoring? For example, does the
County envision subrecipient monitoring to be performed on awarded applicants? (subrecipient monitoring defined per U.S. Treasury Compliance and Reporting Guidance under the Coronavirus State and Local Fiscal Recovery Funds).
A6. The selected vendor will be defined as a contractor for this award and therefore will not be subject to subrecipient monitoring. However, the contractor will be responsible for following all program requirements (eligibility documentation, record-keeping, etc.) identified both in this RFP and the subsequent Service Provider Contract.
Q7. Will the County promote and market the program, or is the County seeking contractor support for that activity?

A8. Electronic submittals will not be accepted for this solicitation.

Under Scope of Work, bullet 5, sub-bullet 2 Participant Reporting, sub-sub bullet Beneficiaries, it appears that the County is considering its relationship with these small businesses as subrecipients (i.e., asking for Participant Reporting, SAM.gov verification, etc.). A21. Beneficiaries are the small businesses that will be assisted through this program. Beneficiary reporting will be required. Data may be captured at the time of application or through post award approach.
Q22. Are you leveraging any state data/resources for this program (or business verification)? If so, which ones? Will grant awards be limited to Georgia headquartered, licensed, small businesses?
A22. The awarded contractor will not be required to be a Georgia headquartered company, but must have a current business license, show proof of an active secretary of state filing, and be registered on SAM.gov.
