About this opportunity
The Washington Suburban Sanitary Commission (WSSC), a bi-county agency serving Prince George's County, Maryland, is soliciting sealed responses for a Small Architectural & Engineering (A&E) Project through a Basic Ordering Agreement to provide comprehensive design and construction administration services for existing WSSC office buildings, depots, laboratories, warehouses, and other occupied vertical facilities. The scope of work encompasses architectural design, mechanical (HVAC) systems design, electrical design, plumbing design, structural design, civil/site works design, IT security services, low-voltage instrumentation control services, and all associated permit coordination and project management support. The selected firms must have been in business for a minimum of five years, completed at least ten projects in the past eight years (with a minimum of five in Maryland, DC, or Virginia), demonstrated experience obtaining Maryland Department of Environment permits, and designated a Maryland-licensed architect or professional engineer as Project Manager who resides in the DC/Maryland/Virginia area. Proposals will be evaluated on Technical Approach (30%), Firm's Experience (40%), Key Personnel (20%), and Pricing (10%), with proposals submitted via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater. A non-mandatory pre-bid meeting is scheduled for March 12, 2026, at 10:00 a.m., with questions due by March 16, 2026, at 2:00 p.m., and sealed responses required by 2:00 p.m. on Tuesday, March 31, 2026. Technical proposals are limited to 48 single-sided pages in Arial font, 10 point or larger, and pricing shall be submitted on a labor rate schedule on an hourly basis for nine staff categories.
The contract includes a 32% Minority Business Enterprise (MBE) and Small Local Business Enterprise (SLBE) subcontracting goal with full participation required from certified African American, Women-Owned, and WSSC-approved SLBE firms, and partial participation allowed from Asian American (18%), Hispanic American (7%), and Native American (1%) certified firms. WSSC will award up to two firms, with a base term of three years at $2,000,000 per selected firm, plus two optional one-year renewal terms of $500,000 each, for a potential total of $3,000,000 per firm over five years, bringing the combined potential contract value to $6,000,000 across both awards. Individual task orders will be negotiated separately at WSSC's discretion, with compensation provided on either a lump sum or cost reimbursement basis depending on the specific scope outlined in each task order, with direct labor costs reimbursed at hourly rates established in the Labor Classification with Salary Schedule. The contractor must maintain comprehensive insurance coverage including Workers' Compensation (statutory), Commercial General Liability ($1,000,000 minimum per occurrence), Umbrella Liability ($1,000,000), and Errors or Omissions Liability ($1,000,000). This is a Requirements Contract with no guaranteed minimum purchase amounts, and WSSC retains the right to cancel the contract after the first fiscal period or one year due to unavailability of funds.
