About this file

This document comprises Additional Instructions to Offerors for a Small Architecture and Engineering Services Basic Ordering Agreement solicitation issued by the Washington Suburban Sanitary Commission (WSSC) in Maryland. The WSSC is seeking architectural and engineering services for existing office buildings, depots, laboratories, and other occupied vertical facilities. Services required include design work across all project phases for commercial office buildings, vehicle maintenance garages, warehouse reconfigurations, green and non-green roof parking lot replacements or rehabilitations, and facility renovation projects including electrical equipment replacements, upgrades, and modernizations. Proposals must be submitted electronically via WSSC's eProcurement Portal (https://procurement.opengov.com/portal/wsscwater) by 2:00 p.m. on Tuesday, March 31, 2026. Only one proposal per proponent is permitted, and late submissions will not be accepted. The technical proposal evaluation will be conducted in two phases, with Phase I evaluating technical qualifications and Phase II evaluating price for selected firms.

Evaluation of proposals will be based on the following weighted criteria: Project and Technical Approach (30%), Firm's Experience (40%), Key Personnel (20%), and Price (10%), indicating that technical qualifications carry significantly greater weight than cost. The technical proposal must not exceed 75 single-sided pages and must demonstrate that the prime consultant has been in business for a minimum of five years within Maryland and has successfully completed at least ten projects within the Maryland, DC, and Virginia region in the past eight years. Key personnel, including a Maryland-licensed Professional Engineer or Architect as Project Manager, must be identified with resumes limited to one page each (two pages for the Project Manager). Price proposals will be submitted separately on a Labor Rate Price Schedule, with rates firm for the base term and any option year renewals. The solicitation requires OSDI (Minority and Women-Owned Business Enterprise) participation documentation and compliance with WSSC Procurement Regulations, Title 6 Chapter 6.15.
