About this file

This is a Basic Ordering Agreement (BOA) template issued by the Washington Suburban Sanitary Commission (WSSC), a bi-county agency of the State of Maryland, for architectural and engineering services related to small projects. The WSSC seeks qualified architectural and engineering firms to provide professional services on a task order basis for work involving existing WSSC office buildings, depots, laboratories, and other occupied vertical facilities. Work will be authorized through definitive written task orders that specify the scope of services, compensation basis, compensation limits, and performance schedules. The agreement establishes a base term of three years, with WSSC retaining the option to extend the contract for an additional ninety days at its sole discretion. WSSC also retains the right to cancel the multi-year contract after the first fiscal period or one year due to unavailability of funds. Responses to the solicitation are due by 2:00 pm on Tuesday, March 31, 2026, submitted via WSSC's eProcurement Portal.

Compensation may be provided on either a lump sum or cost reimbursement basis, depending on the scope and character of work specified in individual task orders. Direct labor costs are reimbursed at hourly rates established in Exhibit E (Labor Classification with Salary Schedule), with rates remaining firm throughout the agreement term and including all overhead and costs associated with task completion. A cost ceiling of $0,000,000.00 has been established for all work under the contract, and individual task orders will each have established costs that cannot be exceeded without formal amendment. The agreement explicitly states that this is a Requirements Contract with no guaranteed minimum purchase amounts or values, and WSSC has no obligation to issue any task orders. Consultants must comply with WSSC's Minority Business Enterprise and Small Local Business Enterprise participation requirements as detailed in Exhibit F, maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 each occurrence), Workers Compensation (statutory), and Errors or Omissions Liability ($1,000,000 each claim), and adhere to strict document security and confidentiality procedures for sensitive engineering records.
