About this opportunity

The Town of Manchester Water and Sewer Department is soliciting sealed proposals for the rehabilitation and recoating of one sludge tank at the Hockanum River Water Pollution Control Facility, with proposals due August 26, 2026 at 11:00 a.m.

Connecticut prevailing wage requirements under General Statutes Section 31-53 apply; contractors must pay all workers according to the established wage schedule for the project location and trade classification, submit certified weekly payrolls, and ensure all employees performing manual labor complete the ten-hour OSHA Construction Safety and Health Course within 30 days of award. The prevailing wage rates, effective August 4, 2026, range from $37.00 per hour base plus $30.47 in fringe benefits for general laborers to $67.52 per hour plus $29.74 in fringe benefits for specialized classifications such as divers. Rates are subject to annual adjustment on July 1 for the duration of the project.

The scope encompasses surface preparation, comprehensive inspection with photographic documentation, concrete repairs as required, application of a high-performance coating system approved for wastewater/sludge immersion service, quality-control testing including wet/dry film thickness and holiday detection, site cleanup, and demobilization. Work must commence November 2, 2026 and be completed by February 28, 2027, both firm deadlines.

Evaluation is weighted equally between experience on wastewater tank rehabilitation or similar projects (50 points) and total bid price (50 points). Contractors must submit a bid bond or certified cashier's check equal to 5 percent of the total bid price with their proposal. Upon award, the contractor must furnish a performance bond and labor/materials bond equal to 100 percent of the contract price within ten business days of award or prior to work commencement. Required insurance includes workers' compensation, commercial general liability of $1 million per occurrence / $2 million aggregate, automobile liability of $1 million, and umbrella/excess of $1 million, with the Town named as additional insured.

Questions are due August 19, 2026 at 4:00 p.m. Proposals must be submitted electronically through the Town of Manchester's OpenGov Procurement Portal. No site visit or bidders' conference is referenced. Federal and state excise taxes and sales taxes are exempt and must not be included in bid pricing.
