About this file

This is a prevailing wage footnotes document issued by the Connecticut Department of Labor Wage and Workplace Standards Division, effective July 1, 2025, applicable to state and local contracts in Connecticut, including the Town of Manchester Water and Sewer Department's sludge tank rehabilitation project at the Hockanum River Water Pollution Control Facility. The document provides detailed benefit requirements for various construction and skilled trade occupations that may be employed on prevailing wage projects. These occupations include bricklayers, cement masons, concrete finishers, stone masons, dredging workers, elevator constructors, glaziers, power equipment operators, ironworkers, laborers in tunnel construction, roofers, sprinkler fitters, and truck drivers. The footnotes clarify which benefits—including paid holidays, vacation pay, and holiday pay eligibility requirements—apply to each occupation classification when the prevailing wage schedule references letter designations such as "+a" or "+a+b."

The document specifies eligibility conditions for paid holiday compensation, requiring employees to meet service thresholds and work requirements both before and after holidays. For example, truck drivers must have at least 31 calendar days of service and work scheduled days immediately before and after holidays, while roofers must have been employed for 15 days prior to the holiday. Vacation benefits are specified as percentages of straight-time hourly rates for certain occupations, such as the 8% vacation accrual for dredging workers and differential rates for elevator constructors based on years of service. The footnotes establish a standardized wage and benefit framework ensuring consistency across prevailing wage projects throughout Connecticut.
