About this opportunity
Salt Lake County Contracts and Procurement, on behalf of Salt Lake County Sheriff's Office Health Services, is requesting bids on electrolyte-replacement drink powders with bids due October 15, 2026. No set-asides or local-vendor preferences apply; however, bidders may qualify for scoring adjustments under Salt Lake County's Employee Health Care Preference and Veterans and Companywide Hiring Preference programs (one additional point per category, with certification required at submission).
The scope requires powdered drink mixes comparable to industry-standard formulations such as Gatorade or PowerAde, packaged in individual pre-measured packets that yield exactly 5 gallons of finished product when mixed with water. Products must require no additional measuring by jail staff, match indicated flavors, include at least two sugar-free flavor options (not required to match exact vitamin profiles of PowerAde Zero), and possess acceptable taste. Critical rejection criteria: products causing noticeable temporary discoloration of mouth, lips, urine, or feces will be rejected; the County strongly discourages artificial dyes or colorants. Bidders must submit physical samples to 3415 S. 900 West, Salt Lake City, UT 84119 before bid closing—failure to deliver samples results in automatic rejection. Complete nutrition label information for each proposed product is mandatory.
The anticipated annual purchase value is $5,000 for information purposes only; the contract term is six years effective upon execution. Delivery must occur within seven working days of order placement with FOB Destination, Freight Pre-Paid terms (all delivery charges included in net unit price). Award will be made to the lowest responsive, responsible bidder based on net unit price calculated as per-unit cost minus the offered percentage discount off list price. Pricing must remain firm for the first two years; thereafter, price adjustments may be requested annually, limited to 2.5%, and supported by neutral third-party market indices. Bidders must demonstrate at least three years of similar experience and provide three commercial references. Required insurance includes workers' compensation, commercial general liability ($1,000,000 minimum per occurrence), and commercial automobile liability ($1,000,000 per occurrence). Environmental compliance and non-debarment certification required.
