About this opportunity

Salt Lake County is requesting bids on construction of the Hunter Park Trail Connection, a new concrete trail with site preparation, grading, hardscape installation, and irrigation adjustments at Hunter Park, 3500 S 5905 W, West Valley City, Utah, with bids due July 22, 2026.

Bidders must hold Utah State Department of Commerce licensing: a minimum B-100, E-100, or S330 general contractor license, plus S330 landscape contractor and S260 general concrete contractor licenses. All first-tier subcontractors must be listed within 24 hours of bid opening, with name, work type, bid amount, and Utah Department of Professional Licensing number; subcontractor bid amounts remain confidential until after award. Failure to submit a properly completed subcontractor list form constitutes grounds for bid rejection and potential action against bid bond.

The scope includes a Base Bid and three optional Bid Alternates: Alternate 1 adds concrete walkway construction; Alternate 2 adds planting; Alternate 3 includes walkway, stairs, and an ADA-compliant ramp. The contractor bears responsibility for site engineering, construction staking under licensed surveyor supervision, utility locating through Blue Stakes of Utah, all required permits, erosion and sediment control, and tree protection within 20 feet of improvements. Concrete specifications call for six-inch thickness with medium broom finish; asphalt paving shall be three inches. A one-year warranty covers all defective work post-completion at no additional cost. Tree damage carries penalties ranging from $1,000 per incident to replacement costs calculated by the ISA Trunk Formula Method.

The Notice to Proceed is anticipated in May 2026, with 180 calendar days for completion and substantial completion required by August 28, 2026. A punch list walk must occur no later than 14 calendar days before contract expiration. Liquidated damages are assessed at $1,000 per day for missed deadlines. Bid security equal to 5% of the bid and performance and payment bonds equal to 100% of contract price are required. The County will award to the lowest responsive and responsible bidder based on the lowest combination of base bid and prioritized alternates up to the construction budget. Intent to award will be posted within 60 calendar days after bid opening. Bids remain valid for 60 calendar days after opening. A site visit is optional but strongly recommended. If the project exceeds $3,000,000, contractors must comply with Salt Lake County's Apprenticeship Utilization and Construction Procurement Minimum Standards, requiring 10% apprentice labor hours on qualifying work.
