About this opportunity

Salt Lake County is requesting proposals for architectural design services for the Animal Services Barn and Shelter Expansion project located at 511 W 3900 S, Salt Lake City, Utah, with proposals due September 30, 2026 at 1:00 PM MDT via the U3P Bonfire online system.

The scope is a phased design engagement: Phase 1 (Programming) is currently funded with a fixed not-to-exceed fee of $40,000 covering all consultant fees, expenses, and travel reimbursement; Phase 2 (Build Out) is contingent on future funding and County discretion, with fees calculated as a percentage of the construction budget and capped by the State of Utah Division of Facilities and Construction Management Architectural/Engineering Fee Schedule. Phase 1 deliverables are due within five months of the effective date. The project entails a 3,000 to 5,000 square foot addition to the existing 17,712 square foot facility (constructed 1991), including livestock stalls, office space, support areas, and future kennel capacity, along with repairs to existing site elements and ADA compliance improvements. The County intends to hire the selected firm as Architect of Record.

The Programming Phase contract extends through December 31, 2032, or the one-year warranty period following Build Out completion if Phase 2 is executed. Monthly progress payments are made within 30 days of invoice approval, broken down by milestone. If more than six months elapse between Phase 1 completion and Phase 2 commencement, the proposer may request a price increase not exceeding 5%, subject to County approval.

Evaluation is weighted 85% for program content (relevant experience 30%, architect qualifications 5%, project team composition 25%, proposed approach 20%, timeline 5%) and 15% for pricing. The County offers preference system adjustments for vendors providing employee health care benefits and those meeting veterans and companywide hiring criteria.

A virtual pre-proposal conference is scheduled for September 16, 2026 at 9:00 AM MDT. Questions are due September 23, 2026 at 1:00 PM MDT. Committee meetings are anticipated for October 7, with potential interviews on October 16, and notice to proceed targeted for November 2, 2026.
