About this opportunity

Salt Lake Community College (SLCC) is soliciting proposals for debt collection services through a Request for Proposal (RFP) process to manage approximately $7,600,000 in outstanding receivables, including tuition and fees, returned Title IV funds, tuition payment plans, promise to pay agreements, and other student and non-student accounts across over 6,000 accounts. The College seeks to award multiple contracts to responsive and responsible vendors with the highest evaluation scores, with an initial contract term running from July 1, 2026 through June 30, 2029 (three years), with options to renew for up to two additional one-year terms contingent upon satisfactory performance. Key deliverables and requirements include internet-accessible account information systems such as CRS Navigate, monthly online reports, bi-monthly invoicing and payment processing on the 1st and 15th of each month, and maintenance of separate accounts by collection type, with accounts not collected within 12 consecutive months returned to SLCC, and accounts involving bankruptcy, deceased, or incarcerated individuals returned promptly with documentation. Contractors will be compensated on a contingency fee basis only, calculated as a percentage of collected delinquent balances: 20 percent for first placements, 23 percent for second and subsequent placements, and 25 percent for international students residing outside the United States. The evaluation criteria, totaling 120 points, include past performance and experience (30 points), organizational capacity (20 points), financial stability (10 points), methodology (20 points), compliance (10 points), and benefits to the College (10 points). The RFP was issued on February 18, 2026, with questions due by March 16, 2026 at 4:30 PM and proposals due on April 15, 2026 at 2:00 PM. Offerors must submit six separate files including a letter of transmittal, technical proposal with executive summary and at least five customer references, cost proposal with line-item detail, sample contracts, financial responsibility documentation, and a redacted copy if containing confidential business information.

No specific set-asides or restrictions on vendor types are identified in the RFP documentation, though all vendors must certify compliance with Utah Code 63G-27 regarding anti-boycott provisions and comply with Utah's Status Verification System (E-Verify) for employment eligibility verification. No incumbent vendors or current contractors are identified in the available documentation. All contractors must maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $3,000,000 aggregate, carry workers' compensation insurance, and provide proof of insurance within thirty days of contract award. The contract is governed by Utah state law with venue in the Third Judicial District Court for Salt Lake County, and either party may terminate with cause upon ten working days' notice to cure, or without cause with sixty days' prior written notice. Other Utah System of Higher Education (USHE) member institutions—including Utah Valley University, Utah State University, Weber State University, University of Utah, Snow College, Southern Utah University, Utah Tech University, and various technical colleges—may have the option to purchase off the resulting contract by signing a Participating Addendum or entering into a separate direct contract with the awarded vendor. No specific award value or budget range is provided in the RFP documentation; compensation is structured entirely on a contingency basis as a percentage of collected amounts rather than fixed fees or guaranteed payments.
