About this file
This is an RFP document from Salt Lake Community College (SLCC), a member institution of the Utah System of Higher Education (USHE), for debt collection services to manage student and non-student receivables including tuition and fees, Title IV fund returns, tuition payment plans, and promise-to-pay agreements. The College currently has approximately $7,600,000 in accounts assigned to collection agencies, with past-due accounts placed for collection over a total period of six years. The resulting contract will be awarded to responsive and responsible vendors with the highest scores as justified by procurement code, potentially resulting in multiple awards. The contract will have an initial term of three years, commencing July 1, 2026, through June 30, 2029, with the option for renewal for up to two additional one-year terms contingent upon the College's satisfaction with services performed and overall contractor performance.
The RFP document provided does not contain specific information regarding pricing terms, set-asides, incumbent contractors, response deadlines, site visit requirements, bidder conference details, or funding sources and amounts. Additionally, other USHE member institutions—including Utah Valley University, Utah State University, Weber State University, University of Utah, Snow College, Southern Utah University, Utah Tech University, and various technical colleges—may have the option to purchase off the resulting contract by signing a Participating Addendum or entering into a separate direct contract with the awarded offeror, though each institution retains the discretion to decline participation.
