About this opportunity

The State of Hawaii is requesting bids on a Site Safety and Health Officer position for operation and maintenance work at Pacific Missile Range Facility, Kekaha, Kauai under IFB 26-200-008, with proposals due July 23, 2026. The role is ancillary to an underlying Navy contract (N62478-26-T-2424) procured by Naval Facilities Engineering Command Hawai'i; the State of Hawaii is the issuing body and contracting vehicle.

The SSHO must develop and maintain a comprehensive safety program, conduct monthly inspections and training during routine operations and maintenance activities at the facility, and ensure safe execution of all O&M work. The contract encompasses two pump stations (Kawai'ele and Nohili), approximately 32,077 linear feet of canals across six canal sections (A, B, C, D, F, FF), five culverts, 20 power poles with transformers, 26,320 feet of access road, and associated flap gates and flood gates. The facility experiences two heavy rainstorms annually exceeding 5 inches daily rainfall and requires approximately one pump repair per year. Work is ongoing year-round; the site requires military passes and scheduled approvals from PMRF Public Works.

Minimum qualifications are 10 years of progressive safety experience with at least 5 years on similar projects and completion of 30-hour OSHA construction safety certification within the previous five years. The SSHO must hold current knowledge in excavation, scaffolding, fall protection, hazardous energy, confined space, and health hazard recognition, with 24 hours of formal annual safety training required. The Accident Prevention Plan designates specific hazards including electrical hazards, heavy equipment operation, excavation and trenching, fall protection, crane operations, chain saw and chipper operations, drowning hazards near water features, and biological hazards. All work must comply with federal prevailing wage rates under the Service Contract Act, with wage determination HI 2015-5691 and General Decision HI20200001 applicable. The contractor must obtain and maintain a valid NPDES permit for the contract duration and comply with Hawaii Revised Statutes Chapter 103D general conditions, including nondiscrimination, conflict of interest, and indemnification requirements.
