About this file
This file contains facilities and equipment inventory and canal measurement documentation for operation and maintenance work at Pacific Missile Range Facility, Kekaha, Kauai, Hawaii under a Navy contract. The Kawai'ele pump station contains two 200 HP pumps and one 100 HP pump, supported by 142 linear feet of sheet piling, two flap gates, one dry ditch food gate, and associated infrastructure including instrument sheds, debris grills, and steel conduits. The contract encompasses 32,077 linear feet of canals across eight identified sections with varying dimensions and maintenance requirements. Supporting infrastructure includes 5 culverts, 20 power poles, 6 pole transformers, and 26,320 feet of access road. Specific canal maintenance requirements vary by section, with Canal A, C, CC, and D having designated buffer zones where bank clearing is restricted on one side. Canal F has restricted areas near the ocean due to sea turtle protection, and Canal FF requires brush clearing only without dredging operations on a minimum annual basis.
Historical operational data indicates the facility experiences two heavy rainstorms annually exceeding 5 inches of daily rainfall and requires approximately one pump repair per year. Sheet piling maintenance consists of visual observation and condition notation in a logbook with notification to the Contracting Officer when repairs are needed. The contract requires a Site Safety and Health Officer to develop and maintain a comprehensive safety program, conduct monthly inspections and training, and ensure safe execution of all operation and maintenance activities at the facility.
