About this opportunity

The City of Detroit Office of Contracting and Procurement, on behalf of the General Services Department, is requesting proposals for the Sherwood Forest Park Landscaping Project at 19701 Canterbury Road, Detroit, Michigan, with questions due November 6, 2026 at 4:00 p.m. EST and proposals due November 13, 2026 at 3:00 p.m. EST. The solicitation is restricted to pre-approved DDS #1 Ground Maintenance Suppliers only.

The scope covers removal of existing planting materials, site landscaping, and installation of specified plantings, including hydrangeas, agastache, allium, forsythia, ornamental grasses, and baptisia across approximately 710 square feet of beds. The work also includes a standard park sign with Wayne County rider on a concrete pad, and site restoration through grading, hydro-seeding, fertilization, and lawn maintenance until full establishment. An optional alternate covers irrigation for the planting beds. That alternate requires the contractor to design the system, arrange water taps through the Detroit Water and Sewerage Department, and obtain city permits. The contractor must comply with Michigan soil erosion and sedimentation control laws and Wayne County Ordinance No. 2001-759, and retain an EGLE-certified storm water operator.

Experience requirements differ between documents. The RFQ requires a minimum of five years of park-project experience, while the scope of work requires ten years of business establishment and ten years of park experience, including playground installation, with references. Respondents must furnish a payment and performance bond equal to 100 percent of contract value, active SAM.gov registration, and City of Detroit Treasury Clearance, which requires at least 10 days of processing. Other submissions include notarized affidavits, three years of financial statements, a Certificate of Insurance, and a Priority Hire Agreement with Detroit at Work. Respondents using artificial intelligence must also complete the City's AI Factsheet.

The contract term is two years, and renewal options require Detroit City Council approval and execution by the Chief Procurement Officer. The City anticipates one award. Evaluation totals 100 points: pricing 40, experience 40, and schedule and duration 20. Pricing must use the Attachment C Excel bid form. The City pays properly executed invoices on NET 30 terms under the Prompt Payment Ordinance. The City encourages partnering with small and minority businesses and Detroit residents.
