About this opportunity
The City of Philadelphia Procurement Department is requesting quotes for shredder maintenance under a micro purchase or small order purchase through PHLContracts, with quotes due May 21, 2026.
The source provides procedural and terms-and-conditions documents (seller checklists, consent-and-authorization instructions, micro purchase and small order purchase terms) but does not specify the scope of shredder maintenance work, equipment to be serviced, service frequency, required certifications or qualifications, estimated contract value, or place of performance. The documents confirm that quotes must be submitted electronically through PHLContracts by a duly authorized representative with an executed Consent and Authorization Agreement on file prior to bid closing. Quotes remain valid for 60 days from submission. All pricing must be quoted FOB Destination Point, net and exclusive of taxes. The City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes.
For micro purchases (contracts below the annual threshold, currently $43,000), the contract term is limited to 365 days from the effective date with automatic termination thereafter. For small order purchases (contracts up to $75,000 annually, adjusted by CPI-U), the term is one year with renewal options for up to three additional one-year periods, with a maximum total term of four years. For Requirements Contracts, the City may order services as needed during the contract term with no minimum purchase obligation.
All awardees must maintain workers' compensation insurance at statutory limits, general liability at $500,000 per occurrence, and automobile liability at $300,000 per occurrence, with the City named as additional insured. Payment is made via electronic deposit only after service delivery and City approval. Vendors must certify they are not delinquent in taxes owed to the City and must comply with Philadelphia business tax requirements, ethics laws, nondiscrimination provisions, and all applicable regulations. A Local Business Enterprise (LBE) bid preference applies under Philadelphia Code Chapter 17-109 for certified LBEs on small order purchases. Submission of an optional LGBTQ Applicant Opportunity Data Form is encouraged.
