About this file

This is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department through its PHLContracts portal. The document serves as a procedural guide for vendors submitting quotes on small order purchase opportunities rather than detailing a specific goods or services requirement. The checklist does not specify particular products, quantities, response dates, or contract terms, as it functions as an instructional document for the submission process itself.

The checklist outlines twelve steps vendors must complete to submit a compliant quote, beginning with the General Tab where sellers indicate Local Business Entity (LBE) certification status, though the LBE Program does not apply to small order purchases. Vendors must enter unit costs for listed items in the Items Tab, answer mandatory questions in the Questions Tab, accept terms and conditions, and submit required attachments including an executed Consent & Authorization form, which must be on file in the vendor profile for the quote to be considered. The document emphasizes saving and continuing after each tab to resolve validation messages and requires vendors to review their complete quote summary before final submission to ensure all red validation warnings are addressed.
