About this opportunity

The Colorado Department of Corrections is soliciting quotes for short sleeve t-shirts for Colorado Correctional Industries via Documented Quote DQ 2027000073, with quotes due September 3, 2026 at 4:00 p.m. via bidnetdirect.com//cdoc. Written inquiries are due August 27, 2026 at 2:00 p.m., with responses posted August 28. Delivery is to the Limon Correctional Facility Garment Factory, Limon, Colorado. No order quantities or dollar amounts are guaranteed; the resulting Purchase Order will be effective September 11, 2026 through June 30, 2027.

T-shirts must be solid-colored short sleeve, 50/50 cotton-polyester blend with minimum 5.4-ounce fabric weight, sleeve length not exceeding 9 inches, colorfast standard of 4.0, in bright white, gold, and ash grey. Acceptable brands are Port and Company PC55 or Gildan 8000/G800. Initial order quantities total 2,370 dozen across sizes large through 5X in specified color and size combinations. Samples of each color must be submitted prior to solicitation closing; samples will not be returned and remain at the bidder's expense.

Deliveries must occur within thirty days of order receipt, boxed with no more than six dozen per box and palletized. Scheduling must be coordinated with Albert Parmenter at 719-775-7672. Deliveries are accepted Monday through Thursday, 7:00 a.m. to 1:30 p.m. All delivery drivers must pass background checks before facility access. Pricing must be firm throughout the Purchase Order term and all-inclusive of shipping; vendors must incorporate delivery costs into bids.

Award will be made to the responsible bidder whose acceptable quote is determined most advantageous, with price/cost as the primary consideration and sample quality and lead time for delivery as secondary factors. Vendors must provide proof of Good Standing with the Colorado Secretary of State and an insurance certificate prior to Purchase Order execution. Non-delivery on three separate occasions within agreed timeframes results in vendor disqualification from all future CDOC solicitations for three years or indefinitely. Contractor personnel are subject to Enhanced Criminal Background Investigation, fingerprinting, drug testing, and must sign a Consent to Search Authorization form. Notice of Intent to Award is estimated for September 8, 2026. Vendors must disclose any work performed outside Colorado or the United States, certify state tax compliance, disclose contract defaults or terminations for cause within five years, and provide SDVOSB certification if applicable.
