Okaloosa County Board of County Commissioners is requesting bids for construction of parking lots, a restroom facility, public shower, boardwalks with an ADA-compliant ramp, a geogrid beach access drive, and an underground stormwater system at the Shore at Crystal Beach Park expansion in Destin, Florida, under ITB PW 13-26, with bids due October 28, 2026 at 3:00 PM CST.
Bidders must hold a current Florida contractor's license and comply with E-Verify employment eligibility verification and drug-free workplace programs. The scope spans 57 line items covering general provisions, site preparation, structural elements, utilities, landscaping, and signage, plus an additive alternate for boardwalk removal and sidewalk installation at Tarpon Beach Access. Substantial completion is required within 200 calendar days of the contract notice to proceed, with final completion within 230 calendar days. If the additive alternate is awarded, removal of an existing boardwalk at Tarpon Beach must occur within 60 days of notice to proceed. The dune walkover must be fully constructed before turtle season begins on May 1, 2027. Subsurface conditions identified in the geotechnical report include very loose sand to approximately 18 feet below grade, dense sand to 35 feet, and groundwater at approximately 15 feet below existing grade.
The project is subject to environmental permits issued by the Florida Department of Environmental Protection (Environmental Resource Permit No. 0282642-004-EI46, effective August 26, 2026 through August 26, 2031, and Coastal Construction Control Line Permit No. OK000570, effective July 14, 2026 through July 14, 2029). Marine turtle and shorebird protection measures are mandatory, including prohibition of construction activity in marine turtle nesting habitat from May 1 through October 31, tinted glass with maximum transmittance of 45%, and 300-foot buffer zones from active shorebird nesting sites.
Bids must be submitted electronically through the OpenGov portal on a unit price basis with 5 percent bid security as a cashier's check or bid bond, with originals due within five business days of bid opening. Liquidated damages range from $1,318 daily for contracts under $300,000 to $11,171 plus 0.00005 of amounts exceeding $40 million.
