About this opportunity

Broward County's Parks and Recreation Division is seeking a fixed-price contract for the purchase and installation of replacement shade covers at eight different park locations, including Easterlin Park, Markham Park, CB Smith Park, Vista View Park, Franklin Park, Lafayette Hart Park, Brian Piccolo Park, and Roosevelt Gardens Park. The project requires vendors to furnish all labor, materials, equipment, services, and incidentals necessary to replace various shade structures, including hexagonal, sail, octagonal, and square configurations in multiple colors. Contractors must install high-density polyethylene (HDPE) shade fabrics meeting specific technical requirements, including fire resistance standards and a minimum 10-year fabric warranty. The solicitation requires vendors to submit comprehensive documentation, including a vendor questionnaire, anti-human trafficking affidavit, and detailed product specifications. Vendors must submit electronic responses through the BPRO system by September 5, 2025, with a designated period for submitting questions through the system prior to the response deadline. The project has a strict 90-calendar-day completion timeline from the Notice to Proceed, with work limited to Monday through Friday, 8:00 a.m. to 5:00 p.m.

The procurement is specifically reserved for Small Business Enterprise (SBE) firms, though both SBE and non-SBE vendors may submit responses, with priority given to SBE bidders. Vendors must possess specific licensing, including Florida state certifications as Certified General Contractor, Certified Building Contractor, or Specialty Structure Contractor, or equivalent Broward County licenses. The solicitation includes several disadvantaged business enterprise provisions, requiring SBE and County Business Enterprise (CBE) firms to perform at least 85% of the contracted work directly or through certified subcontractors. Vendors must meet comprehensive insurance requirements, including commercial general liability, business automobile liability, and workers' compensation coverage. Additional compliance requirements include domestic partnership certification, anti-human trafficking affidavits, and background screening for all personnel working on county facilities. While a specific contract value is not explicitly stated, the county reserves the right to order up to 20% additional quantities within one year of the award at the same pricing, suggesting flexibility in potential project scope and budget.
