About this opportunity
The City of Tampa is seeking a qualified vendor to provide sewage equipment coating application and repair services for the Howard F. Curren Advanced Wastewater Treatment Plant located at 2700 Maritime Boulevard, Tampa, Florida through an Invitation to Bid (ITB) process. The primary objective is to inspect, repair, prepare, fabricate, and apply abrasion and corrosion-resistant coatings to various sewage treatment equipment components including pumps, pipes, and other heavy industrial equipment used in wastewater treatment operations. Required services encompass autoclave treatment, sandblasting, decontamination, ceramic coating, powder coating, epoxy coating, polyuria application, fiberglass repair and fabrication, metal repair, machine shop work, and precision balancing to ANSI Standard S2.19-1975 or ISO 1940/1 G 2.5 standards. Qualified bidders must demonstrate active engagement in applying abrasion and corrosion-resistant coatings for heavy industrial organizations, maintain a fully operational in-house machine shop, provide references from at least three clients within the past five years, hold lead-based paint removal certification, offer 24/7 service availability with a minimum of three employees certified in polyuria application, and employ all lead fiberglass technicians with at least 10 years of related experience. The vendor must provide equipment pickup and delivery within 24 hours of notification or within 4 hours for emergency conditions, respond to routine requests within eight hours and emergency requests within two hours, and provide one-year workmanship warranty from equipment start-up. Sealed bids must be submitted electronically through the OpenGov eProcurement Portal by 3:00 p.m. on Tuesday, April 21, 2026, with an award period of one year from the effective date plus four optional one-year renewal periods and up to three supplemental thirty-day unilateral extension periods. The City reserves the right to award by division, line item, or aggregate total to the lowest responsive, responsible bidder.
This procurement is designated as a sheltered market contract exclusively for certified Small Local Business Enterprises (SLBEs), meaning only SLBE firms are eligible to compete for the work, with a five percent bid discount available to SLBE bidders not to exceed $10,000. The estimated contract value is $50,000, which encompasses all labor, equipment, materials, transportation, and expendable supplies without additional charges unless rental equipment is pre-approved by the City. The vendor must carry comprehensive insurance coverage including Commercial General Liability, Automobile Liability, Worker's Compensation, and Excess Umbrella Liability with minimum limits ranging from $500,000 to $4 million depending on the final contract value. The contract requires submission of specific compliance documentation including Accessibility Conformance Reports (ACR) based on the Voluntary Product Accessibility Template (VPAT) demonstrating conformance to WCAG 2.2 Level AA standards and Section 508 federal accessibility requirements for any information and communication technology products or services, as well as Safety Data Sheets (SDSs) in the standardized OSHA format for all chemical coatings and hazardous materials used on the project. Contractors awarded this contract must comply with the City of Tampa's Equal Business Opportunity Program requirements and submit required documentation including DMI-30 Forms (Subcontractor Payment Packages) with all invoicing requests and DMI-40 Forms (Letters of Intent) within ten workdays after notice of intent to award, with failure to provide these documents potentially resulting in bid rejection or award delays.
