About this file

This is a bid response price page for sewage equipment coating application and repair services submitted to the City of Tampa's Howard F. Curren Advanced Wastewater Treatment Plant. The solicitation seeks qualified vendors to provide comprehensive coating and repair services for sewage treatment equipment located at 2700 Maritime Boulevard, Tampa, Florida. Services include autoclave treatment, sandblasting, decontamination, ceramic coating, powder coating, epoxy coating, polyuria application, fiberglass repair and fabrication, metal repair, machine shop work, and precision balancing. The bid pricing structure is organized into seven cost categories: coating applications for equipment (nine line items estimated between 25-50 hours each), fiberglass repair and fabrication (two line items at 50 hours each), machine shop and repair costs (three line items at 50 hours each), coating materials (six line items at 25 gallons each), rental equipment pricing (three items on a daily rate basis), replacement parts pricing with a maximum 10% markup on $35,000, and overtime work calculated as a percentage markup on $2,000. Sealed bids were due electronically through the OpenGov eProcurement Portal by 3:00 p.m. on Tuesday, April 21, 2026. The contract term is one year from the effective date with four optional one-year renewal periods and up to three supplemental thirty-day unilateral extension periods.

This procurement is designated exclusively for certified Small Local Business Enterprises (SLBEs), with eligible bidders receiving a five percent bid discount not to exceed $10,000. The estimated contract value is $50,000, encompassing all labor, equipment, materials, transportation, and expendable supplies without additional charges unless rental equipment is pre-approved by the City. The City reserves the right to award by division, line item, or aggregate total to the lowest responsive, responsible bidder. Qualified bidders must maintain active engagement in applying abrasion and corrosion-resistant coatings for heavy industrial organizations, operate a fully functional in-house machine shop, provide references from at least three clients within the past five years, hold lead-based paint removal certification, offer 24/7 service availability with a minimum of three employees certified in polyuria application, and employ all lead fiberglass technicians with at least ten years of related experience. Equipment pickup and delivery must be provided within 24 hours of notification or within 4 hours for emergency conditions, with routine requests answered within eight hours and emergency requests within two hours. Contractors must carry comprehensive insurance coverage including Commercial General Liability, Automobile Liability, Worker's Compensation, and Excess Umbrella Liability with minimum limits ranging from $500,000 to $4 million depending on final contract value. All awarded contractors must provide a one-year workmanship warranty from equipment start-up and comply with the City of Tampa's Equal Business Opportunity Program requirements, including submission of DMI-30 and DMI-40 Forms within ten workdays after notice of intent to award.
