About this file

This is an Occupational Safety and Health Administration (OSHA) regulatory reference document detailing the Hazard Communication Standard (HCS) requirements for Safety Data Sheets (SDSs). The document outlines the uniform format and 16 mandatory sections that chemical manufacturers, distributors, and importers must include on SDSs as of June 1, 2015. The sections encompass identification information, hazard identification, chemical composition, first-aid measures, fire-fighting procedures, accidental release protocols, handling and storage guidelines, exposure controls and personal protective equipment requirements, physical and chemical properties, stability and reactivity information, toxicological data, ecological information, disposal considerations, transport information, regulatory compliance details, and preparation or revision dates. While OSHA enforces Sections 1 through 11 and Section 16, Sections 12 through 15 remain under the jurisdiction of other regulatory agencies and are not subject to OSHA enforcement under 29 CFR 1910.1200(g)(2).

This reference document is directly applicable to the City of Tampa's sewage equipment coating application and repair services contract, as the procurement explicitly requires all bidders to submit Safety Data Sheets in the standardized OSHA format for all chemical coatings and hazardous materials to be used on the project. Given that the contract encompasses multiple coating applications including ceramic coating, powder coating, epoxy coating, and polyuria application at the Howard F. Curren Advanced Wastewater Treatment Plant, the submission of compliant SDSs for each hazardous material is a mandatory compliance requirement for contract award.

Occupational Safety and Health Administration Hazard Communication Safety Data Sheets

The Hazard Communication Standard (HCS) requires chemical manufacturers, distributors, or importers to provide Safety Data Sh eets

(SDSs) (formerly known as Material Safety Data Sheets or MSDSs) to communicate the hazards of hazardous chemical products. As of

June 1, 2015, the HCS will require new SDSs to be in a uniform format, and include the section numbers, the headings, and associated information under the headings below:

Section 1, Identification: Includes product identifier; manufacturer or distributor name, address, phone number; emergency phone number; recommended use; restrictions on use.

Section 2, Hazard(s) identification: Includes all hazards regarding the chemical; required label elements.

Section 3, Composition/information on ingredients: Includes information on chemical ingredients; trade secret claims.

Section 4, First-aid measures: Includes important symptoms/effects, acute, delayed; required treatment.

Section 5, Fire-fighting measures: Lists suitable extinguishing techniques, equipment; chemical hazards from fire.

Section 6, Accidental release measures: Lists emergency procedures; protective equipment; proper methods of containment and cleanup.

Section 7, Handling, and storage: Lists precautions for safe handling and storage, including incompatibilities.

Section 8, Exposure controls/personal protection: Lists OSHA’s Permissible Exposure Limits (PELs); ACGIH Threshold Limit Values

(TLVs); and any other exposure limit used or recommended by the chemical manufacturer, importer, or employer preparing the SDS where available as well as appropriate engineering controls; personal protective equipment (PPE).

Section 9, Physical and chemical properties: Lists the chemical's characteristics.

Section 10, Stability, and reactivity: Lists chemical stability and possibility of hazardous reactions.

Section 11, Toxicological information: Includes routes of exposure; related symptoms, acute and chronic effects; numerical measures of toxicity.

Section 12, Ecological information*: Ecotoxicity (aquatic and terrestrial, where available); Persistence and degradability;

Bioaccumulative potential; Mobility in soil; other adverse effects (such as hazardous to the ozone layer).

Section 13, Disposal considerations*: Description of waste residuesand information on their safehandlingand methods of disposal, including the disposal of any contaminated packaging.

Section 14, Transport information*: UN number and shipping name; Transport hazard class(es); Packing group, if applicable;

Environmental hazards (e.g., Marine pollutant (Yes/No)); Transport in bulk (according to Annex II of MARPOL 73/78 and the IBC Code);

Other Special precautions which a user needs to be aware of, or needs to comply with, in connection with transport or conveyance either within or outside their premises.

Section 15, Regulatory information*: Safety, health, and environmental regulations specific for the product(s) in question.

Section 16, Other information: Includes the date of preparation or last revision.

*Note: Since other Agencies regulate this information, OSHA will not be enforcing Sections 12 through 15(29 CFR 1910.1200(g)(2)).
