About this opportunity

The Oregon Department of Forestry is soliciting proposals to establish a pool of approximately 25 project work contractors for the Astoria, Forest Grove, and Tillamook Districts, covering the Clatsop and Tillamook State Forests, with proposals due December 3, 2026 at 2:30 p.m. PT. The RFP identifies no set-asides.

Contractors must furnish equipment and labor for road construction or improvement, road brushing, road maintenance, rock quarry development, rock crushing and stockpiling, stream enhancement, site preparation, soil stabilization, water runoff control, and road vacating. Work Order Contracts are assigned as needed, with no guaranteed dollar amounts or minimum assignments, and pricing is negotiated for each assignment based on project scope. Work must comply with the Endangered Species Act and the Oregon Forest Practices Act. The work order template adds watershed protections, including water drafting limits that prevent stream depth reduction above 10 percent, National Marine Fisheries Service intake screening, and 35-foot equipment restriction zones along streams. Designated projects are prohibited from November 1 through April 30 unless approved in writing. Required coverage includes commercial general liability of $2 million per occurrence and $4 million aggregate, automobile liability of $2 million, Loggers Broad Form of $2 million, and statutory workers' compensation, with proof due within seven calendar days of notification. Work orders require a performance bond of 10 percent of the awarded bid amount.

The initial Service Agreement term runs three years, from December 30, 2026 through December 30, 2029, with up to three one-year renewals through December 30, 2032. Proposers must submit a Proposal Cover Sheet and a Qualifications and Experience Worksheet by email as a single PDF. Proposals are scored on 700 points: Work Experience (200), Financial Information, Equipment Available, Safety and Regulatory Compliance, and Response Time (100 each), and Ability to Perform Multiple WOCs and Organizational Structure (50 each).

The estimated Intent to Award is December 18, 2026, and contract award is January 15, 2027.
