This Response Packet is a Request for Proposals issued by Portland Parks & Recreation (PP&R) Urban Forestry to establish multiple contracts for street tree pruning services within the City of Portland, Oregon. The RFP seeks tree care service providers to perform systematic, block-by-block street tree pruning in the public right-of-way, guided by Portland's Urban Forest Plan, Tree Planting Strategy, and Climate Action Plan. Proposals are due December 3, 2026 by 4:00 p.m. Pacific Time, with an optional pre-proposal meeting scheduled for Monday, November 16, 2026 at 10:00 a.m. PT. The contract is structured with two contractor size tiers (Small and Large) based on workforce capacity, equipment, and staffing levels, with corresponding maximum monthly pruning capacity (Small: up to 400 trees; Large: 400–900 trees). The City anticipates ramping up Neighborhood Pruning from 5,000 trees in 2027 to 10,000–15,000 trees in 2028 and 20,000 trees in 2029, with each awarded contractor assigned work based on its capacity. The contract term includes year-by-year projections through the contract period with specific staffing and equipment ramp-up requirements.

Pricing is submitted via Exhibit D with proposers required to provide true estimated costs and hourly labor allocations for each staff member and task. All proposals are limited to twenty pages, excluding cover letters, pricing, insurance documentation, and civil rights data collection forms. Proposers must demonstrate extensive directly relevant experience (10+ years) performing street tree pruning within public right-of-way jurisdictions, hold current Portland Bureau of Transportation (PBOT) or comparable right-of-way work permits with no unresolved compliance violations, and maintain strong safety records. Proposals must address corporate responsibility requirements including equal employment opportunity practices, community involvement initiatives, and sustainable business practices. The City of Portland is committed to contracting with equitably aware and environmentally responsible businesses and values diversity and expansion of economic opportunities with local subcontractors, including those owned by people of color and women. Questions must be submitted seven calendar days before the proposal due date to the Single Point of Contact, Tristan Sakamoto, Senior Procurement Specialist.
