About this opportunity
The Maryland Department of State Police is requesting proposals for seized drug and toxicology analysis services under RFP BPM054263, with an original proposal due date of March 4, 2026, extended to November 3, 2026 by Addendum 1 (posted February 25, 2026). The State intends to make up to four contract awards on a fixed-price, indefinite-quantity basis for a five-year term commencing upon Board of Public Works approval. An overall Minority Business Enterprise subcontract participation goal of 1% applies.
The scope encompasses four functional areas: non-THC/cannabinoid seized drug analysis (1,250 cases annually at full volumes across five years); THC/cannabinoid quantification (1,250 cases); toxicology blood alcohol concentration analysis (500 cases); and toxicology blood drug analysis (500 cases). Contractors must be ANAB-accredited or ILAC Mutual Recognition Arrangement signatory, licensed by the Maryland Department of Health for forensic laboratory operations, and employ chemists certified as forensic chemists by MDH. All analysis must comply with ISO 17025 standards and COMAR regulations. The contractor must maintain a maximum 45-day turnaround time for standard cases and handle rush cases (anticipated under 100 specimens annually) for expedited processing fees. Analysis work cannot be subcontracted. Personnel must pass MDSP security clearance requirements and undergo documented random drug testing within the past 24 months. The contractor must retain case records for 30 years and provide litigation packages within 15 working days of discovery requests.
The contractor must maintain comprehensive insurance: commercial general liability, professional liability, and crime insurance at $1 million each; cyber security insurance at $10 million; and workers' compensation at $1 million. The Maryland Living Wage Requirements apply (Tier 1 or Tier 2 classification based on where 50% or more of services are provided); the contract exceeds $100,000 and is therefore subject to these mandatory wage obligations.
The pre-proposal conference was held February 13, 2026 via Google Meet. Written questions were due February 20, 2026. Acknowledgment of Addendum 1 is required with proposal submission. References demonstrating comparable seized drug or toxicology analysis services are required. Economic benefit factor narratives (Tab O of Technical Proposal) must describe direct and indirect Maryland economy benefits with specific, contractually enforceable commitments preferred. Failure to submit the MBE Utilization and Fair Solicitation Affidavit (Attachment D-1A) is non-curable and may result in proposal rejection.
