About this file
This file is an Appendix to a Request for Proposals (RFP) issued by the Maryland Department of State Police (MDSP) for the analysis of seized drug and toxicology evidence. The appendix serves as a reference document defining abbreviations and terminology used throughout the solicitation. Key terms defined include roles such as Bidder/Offeror, Contractor, Contract Monitor, and Procurement Officer; procedural elements such as Notice to Proceed (NTP) and Business Days; technical definitions including Application Program Interface (API), Information Technology (IT), and Information Systems; compliance-related terms such as Minority Business Enterprise (MBE) and Veteran-owned Small Business Enterprise (VSBE); and data security and privacy terms including Personal Information (PI), Personally Identifiable Information (PII), Protected Health Information (PHI), Sensitive Data, Data Breach, and Security Incidents. The document also defines the Bid Package, Price Form, Total Bid/Proposal Price, and establishes Local Time as Eastern Time Zone as observed by Maryland, with normal State business hours defined as 8:00 a.m. to 5:00 p.m. Monday through Friday, excluding State Holidays.
This appendix does not contain information regarding pricing, set-asides, incumbents, funding sources, or contract terms. As a definitions document, it functions as a foundational reference tool to ensure consistency in terminology and understanding between the MDSP and bidders responding to the RFP for seized drug and toxicology analysis services. Bidders are expected to reference these definitions when preparing their proposals and bid packages for submission.
