About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Division of Mine Reclamation & Enforcement, issued Request for Quote (RFQ) 758 2100000086 on February 19, 2021, seeking vendor responses for the supply of four seismograph machines. The procurement requires seismograph machines equipped with standard triaxial geophones capable of measuring vibrations within a range of 0-10 inches per second (0-254 millimeters per second), with standard resolution of 0.005 inches per second and accuracy of plus or minus 3 percent. Vendors may submit either manufacturer-specified brands and models or approved equal alternatives and must respond to all line items, with any bids omitting items deemed non-responsive. The contract will be established as an indefinite-quantity award with no specified renewal periods. Written vendor questions were due by February 25, 2021, at 10:00 a.m. ET, with the solicitation closing on March 4, 2021, at 1:30 p.m. ET, and required delivery on or before June 1, 2021. Award determination will be based on a best value ranking approach allocating 90 points to total cost and 10 points to delivery performance, with the lowest-priced bidder receiving maximum points and subsequent bidders scored proportionally; vendors offering delivery prior to June 1, 2021, receive bonus points on a sliding scale based on working days. All proposed pricing must remain valid for a minimum of sixty calendar days following the bid due date, and a one percent daily deduction from invoices applies for failure to meet contracted delivery dates.
Vendors must be registered in the Kentucky eProcurement System prior to submission and are required to submit a Kentucky Tax Registration Application (Revenue Form 10A100) and, for out-of-state vendors, a Certificate of Authority from the Secretary of State. All responses must be submitted electronically through the Commonwealth eProcurement system; paper quotations are not acceptable. The Commonwealth reserves the right to apply reciprocal preference to Kentucky resident bidders and qualified bidders as defined in applicable Kentucky Administrative Regulations, and may cancel the RFQ if responses exceed available funding. Vendors must comply with Kentucky campaign finance laws, sales and use tax registration requirements, debarment and suspension disclosures, and ethics prohibitions, with compliance certified through an Annual Affidavit. No incumbent vendors, current contractors, or budget range information is specified in the solicitation documents. Interested bidders may contact Evelyn Osborne at 502-564-0552 for additional information regarding this procurement opportunity.
