About this file
This document is a procedural guide published by the Commonwealth of Kentucky for vendors responding to online bids through the Kentucky Vendor Self Service (VSS) platform. The guide provides comprehensive instructions for navigating the VSS system, including logging in, locating solicitations, and submitting responses to various solicitation types such as Requests for Bids (RFBs), Requests for Quotes (RFQs), and Requests for Proposals (RFPs). Vendors must create an account and log in to the VSS website at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService to access open solicitations. Solicitations can be located using keyword searches by document ID or description, with options to filter results by category, type, and status. The response process varies slightly depending on solicitation type, with RFBs and RFQs requiring vendors to respond to specific line items while RFPs follow a different submission structure.
The response submission process consists of multiple steps, including selecting response types, entering unit prices or contract amounts, specifying delivery days where applicable, and attaching supporting documents such as bid sheets, affidavits, and catalogs. Vendors using Internet Explorer or Google Chrome can upload files with a maximum attachment size of 65,000 KB, designating files as either standard or proprietary as appropriate. The system includes a 30-minute inactivity timeout, requiring vendors to save changes frequently to prevent data loss. Additional steps involve providing discounts or comments, reviewing submissions before final submission, and the ability to withdraw responses only while the solicitation status remains open. The guide ensures vendors understand the complete process from initial access through submission and withdrawal procedures.
