About this opportunity

The City of Pasadena is soliciting competitive bids for a comprehensive seismic retrofit and minor ADA improvement project for the Public Works Administration Building located at 233 W. Mountain Street. The project involves extensive structural modifications, including removing interior finishes to expose wall connections, installing additional anchor bolts to tie roof and floor diaphragms to tilt-up wall panels, reinforcing diaphragm ties and boundary elements, and providing seismic bracing for rooftop HVAC components. Architectural renovations will include upgrades to the 2nd floor kitchen, 1st floor breakroom, and parking lot, with associated re-roofing and carpentry work. Qualified contractors must possess a Class A or Class B contractor's license and maintain a Pasadena business license. The bid is due by 2:00 PM on May 18, 2023, through the City's eProcurement Portal, with a non-mandatory pre-bid meeting scheduled for April 20, 2023. The project requires working outside normal business hours (6:00 PM to 5:30 AM, Monday through Friday) and includes temporary relocation of city staff workstations.

The contract has specific set-aside and participation requirements for small, minority, and women-owned businesses (SBE/MBE/WBE), with contractors required to demonstrate "Good Faith" efforts in soliciting and including these businesses in the bidding process. The project is funded through federal sources, specifically the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) and American Rescue Plan Act (ARPA) funds, which mandates compliance with federal labor standards, including Davis-Bacon Act wage requirements and Section 3 regulations. Contractors must meet workforce diversity benchmarks, including ensuring 25% of total labor hours are worked by Section 3 workers and 5% by targeted Section 3 workers. While the specific contract value is not explicitly stated, the project involves comprehensive retrofitting of a 44,560 square foot, three-story building, with retrofit work covering approximately 20,000 square feet. The contract includes a 120-working-day timeline with potential liquidated damages of $1,000 per day for failing to meet substantial completion milestones, and requires extensive documentation and reporting to comply with federal grant requirements.
