About this opportunity
Los Angeles County Metropolitan Transportation Authority (Metro) is requesting bids on electronically controlled key safes for rail custodial services under IFB 143616, with bids due November 2, 2026. The solicitation centers on HID proximity card reader integration and cloud-based Global Facilities Management System (GFMS) software — a technology-lock specification that filters bidders to vendors capable of that integration.
The scope includes four sizes of key safe panels: two 32-key panels, one 16-key panel, one 8-key panel, and sixteen 6-key panels distributed across Metro locations including rail stations and maintenance divisions. Products must meet specifications for KEY SYSTEMS INC. or approved equal; bidders proposing alternative products must submit specifications within 10 days of the invitation and obtain Metro approval within 30 days. Orders will be phased over twelve months following award, with the first phase due within 30 days and subsequent phases at 90-day intervals.
The contract term is 60 months with potential extension through written modification. Contractor pricing must include all tools, customization, delivery, and technical support for onsite setup; one year of cloud service and parts/labor warranty; and 24/7 user technical support. Repair costs after warranty expiration must be proposed at no additional charge to Metro. Metro assumes responsibility for installation, power, data connections, and software deployment.
Bids exceeding $100,000 trigger federal lobbying compliance (49 CFR Part 20), requiring certification and disclosure of lobbying activities on OMB Standard Form-LLL. Bidders must submit certifications of nondiscrimination, Iran sanctions compliance (if contract value exceeds $1 million), DBE status, and whistleblower compliance. Prevailing wage requirements under 29 CFR 5.5 apply to federally funded work. Bidders must provide bid security of at least 10 percent of total bid price and execute a notarized bid letter acknowledging receipt of all IFB documents, amendments, and exhibits. Payment certification, performance bonds, and alcohol and drug-free workplace certification are due within 10 calendar days of award. DBE participation forms, good faith efforts documentation, and subcontractor listing forms are mandatory submissions.
