About this opportunity
The Commonwealth of Kentucky Office of Technology (COT), on behalf of the Commonwealth Finance and Administration Cabinet, is requesting proposals for comprehensive security and surveillance hardware, software, systems, and services, with proposals due October 30, 2026, at 3:30 PM ET under RFP 758 2700000043. The Commonwealth intends to award up to two contracts. This is a rebid of RFP 758 2600000216, which closed January 30, 2026, without award; the initial proposal deadline of September 24, 2026, was extended to October 30 by Addendum 2.
Vendors must be authorized distributors or resellers with at least three years of experience and must support all existing manufacturer systems currently deployed across state executive branch agencies, including Aiphone, Allegion, Avigilon, Hanwha, Hirsch, Honeywell, Velocity, and Verint, with additional manufacturers available subject to COT approval. Unified security platform solutions are not acceptable. The scope encompasses video surveillance and camera hardware, recording and storage systems, video management software, physical access controls, intrusion detection systems, installation, configuration, warranty and support, training, and integration services. Vendors must commit to 99% system uptime as a non-mandatory performance standard, 24-hour response times for emergency service calls and replacement parts, 48-hour proposal turnaround following site surveys (extended to two weeks for complex projects), and five business-day inspection and acceptance periods following installation. All new equipment is required; used, refurbished, or demo systems are prohibited unless written approval is obtained. Commonwealth data must remain within the contiguous United States, with sensitive data encrypted in transit and at rest.
The contract term is one year from effective award date with six optional one-year renewals. Pricing shall be submitted separately using firm fixed unit pricing; pricing is valid for a minimum of six months and remains firm for the first twelve months. No leasing or rental options are permitted. Federal excise tax and Kentucky sales or use tax must be excluded from pricing.
Evaluation carries a maximum 2,000 points: 1,000 for technical proposals covering company information, experience, hardware and software offerings, implementation plans, warranty and support, training, customer support, and risk management; 500 for cost proposals based on labor rates, manufacturer discounts, and two mock project scenarios; and up to 500 for oral demonstrations if required for top three vendors. All proposals must comply with Kentucky Information Technology Standards, NIST SP 800-53 at moderate level, and IRS Publication 1075 safeguarding requirements for federal tax information. The Commonwealth reserves the right to conduct oral presentations, request best and final offers, and negotiate with the highest-ranked vendor. Written questions were due August 28, 2026; Commonwealth responses were issued September 4 and 10. All deliveries require official delivery orders from using agencies prior to shipment.
