The Commonwealth is requesting comprehensive solutions encompassing video surveillance, camera hardware, recording and storage, video management software, physical access controls, intrusion detection systems, installation services, configuration, warranty and support, integration, and training. Vendors must be authorized distributors/resellers with at least three years of experience and must support existing manufacturer systems including Aiphone, Allegion, Avigilon, Hanwha, Hirsch, Honeywell, Velocity, and Verint, with additional manufacturers available for proposal. The RFP was released on August 18, 2026, with written questions due by August 28, 2026, Commonwealth responses issued by September 10, 2026, and proposals due by September 24, 2026 at 3:30 PM ET. The evaluation of proposals will be scored using a maximum of 2,000 points: 1,000 points for the technical proposal covering company information, experience, hardware/software/systems offerings, implementation plans, warranty and support, training, customer support, and risk management; 500 points for the cost proposal based on labor rates, manufacturer discounts, and market basket/mock project scenarios; and up to 500 points for oral demonstrations if required. The Commonwealth reserves the right to conduct oral presentations with the top three vendors, request best and final offers, and negotiate contract terms with the highest-ranked vendor, proceeding to subsequent vendors if agreement cannot be reached. All deliveries require official delivery orders from using agencies, with no shipments authorized without prior receipt of such orders.
