About this opportunity

The State of Utah Division of Purchasing, conducting the procurement through the Governor's Office of Economic Development, is requesting statements of qualifications for Section 811 Project Rental Assistance (PRA) Program Administration and TRACS Management services under Utah Procurement Code 63G-6a Part 15, with qualifications due July 20, 2026. This is a qualifications-based selection (not price-based); the highest-ranked vendor will be invited to negotiate fair and reasonable compensation, with the state retaining the right to negotiate with the next-ranked vendor if terms cannot be agreed upon with the selectee.

Offerors must meet mandatory minimum requirements: a minimum of ten years of experience administering HUD multifamily housing assistance programs, direct experience with Section 811 PRA or comparable HUD rental assistance programs, proficiency with TRACS and HUD's Enterprise Income Verification (EIV) system, experience processing Housing Assistance Payments (HAP), and the ability to provide qualified staff with expertise in relevant HUD systems and compliance functions. Do not include pricing in qualification submissions.

The contract term is five years, covering the state's FY23 Section 811 PRA award and any future funds awarded to the program. Key deliverables include accurate and timely TRACS voucher submissions, processing of certifications and recertifications, monthly program activity reports, technical assistance to Housing and Community Development staff, compliance recommendations, written procedures for program administration, and training for HCD employees. The contractor must respond to HCD requests for technical assistance within two business days and notify the state immediately of any compliance or funding issues.

Evaluation spans six scoreable criteria totaling 100 points: Technical Approach and Understanding of Scope of Work (30 percent), Organizational Experience and Qualifications (25 percent), Key Personnel and Staffing Plan (15 percent), Knowledge Transfer and Training Approach (10 percent), Past Performance and References (10 percent), and Letter of Intent for FY26 811 Funds (10 percent). The Letter of Intent is mandatory and must detail the proposer's experience administering HUD project-based rental assistance programs, TRACS proficiency, number of PBRA or 811 PRA units managed, and commitment to contract with the state if additional FY26 funds are awarded. Vendors demonstrating consistent HUD compliance history, strong audit records, and long-term Section 811 experience will receive preference. Contractors must maintain commercial general liability insurance of at least $1 million per occurrence and $3 million aggregate, comply with E-Verify employment verification, and submit responses through the U3P online system.
