About this file

This is a Technical Evaluation Criteria document for the State of Utah Division of Purchasing, issued through the Governor's Office of Economic Development, establishing scoring standards for a Request for Statements of Qualifications (RFSQ) related to Section 811 Project Rental Assistance (PRA) Program Administration and TRACS Management. The state seeks qualified vendors to administer HUD's Section 811 PRA program and manage the Tenant Rental Assistance Certification System (TRACS) for a five-year contract term. Proposers must demonstrate a minimum of ten years of experience administering HUD multifamily housing assistance programs, with direct experience in Section 811 PRA administration, TRACS management, Enterprise Income Verification (EIV) systems, Housing Assistance Payments (HAP) processing, compliance reviews, and Performance-Based Contract Administration (PBCA) functions. The evaluation will award points across six criteria totaling 100 points: Technical Approach and Understanding of Scope of Work (30 points), Organizational Experience and Qualifications (25 points), Key Personnel and Staffing Plan (15 points), Knowledge Transfer and Training Approach (10 points), Past Performance and References (10 points), and Letter of Intent regarding FY26 811 Funds (10 points).

Pricing information should not be submitted with qualifications, as the highest-ranked vendor will be selected to negotiate fair and reasonable compensation through a separate process. The contract prioritizes knowledge transfer and capacity-building for the State of Utah, requiring the selected vendor to develop training curricula, written procedures, workflow documentation, and long-term transition strategies to enhance state internal capacity. Proposers demonstrating consistent HUD compliance history, strong audit records, successful PBCA administration experience, and long-term Section 811 experience will receive preference. A Letter of Intent is mandatory and must include detailed descriptions of the proposer's experience administering HUD Multifamily project-based rental assistance programs, experience using TRACS, the number of PBRA or 811 PRA units managed, and the applicant's commitment to contract with the State of Utah if additional FY26 NOFO Section 811 PRA funds are awarded.
