About this file

This is an evaluation scoresheet for a Request for Statements of Qualifications (RFSQ) issued by the State of Utah Division of Purchasing, conducted through the Governor's Office of Economic Development, for Section 811 Project Rental Assistance (PRA) Program Administration and TRACS Management services. The contract is for a five-year term with design professional service providers and consultants to administer HUD multifamily housing assistance programs, specifically managing the Section 811 PRA program and HUD's Tenant Rental Assistance Certification System (TRACS). The evaluation scoresheet establishes mandatory minimum requirements that offerors must satisfy, including a minimum of ten years of experience administering HUD multifamily housing assistance programs, demonstrated experience with Section 811 PRA or comparable HUD rental assistance programs, proficiency with TRACS and HUD's Enterprise Income Verification (EIV) system, experience processing Housing Assistance Payments (HAP), and the ability to provide qualified staff with expertise in relevant HUD systems and compliance functions.

The scoresheet outlines six scoreable technical criteria weighted as follows: Technical Approach and Understanding of the Scope of Work (30 percent), Organizational Experience and Qualifications (25 percent), Key Personnel and Staffing Plan (15 percent), Knowledge Transfer and Training Approach (10 percent), Past Performance and References (10 percent), and Letter of Intent for FY26 811 Funds (10 percent), with a total possible score of 500 points. Scoring is based on a scale from 0 to 5, with ratings ranging from Fail to Excellent. Pricing information is explicitly excluded from the qualifications submission process, and compensation will be negotiated with the highest-ranking vendor following evaluation. If the highest-ranked vendor and the state cannot reach agreement on fair and reasonable compensation and contract terms, the state may proceed with negotiations with the next highest-ranked vendor.
