About this opportunity
Broward County is soliciting bids for seating upholstery services at Fort Lauderdale-Hollywood International Airport under an open-ended indefinite-quantity contract, with responses due November 5, 2026 through BPRO electronic submission.
Certified Small Business Enterprises (SBEs) and County Business Enterprises (CBEs) receive procurement preference: a certified SBE or CBE within 10% of the lowest responsive, responsible non-certified bid may match that price and receive award. Local-business preference applies under Broward County Code Section 1-74 for vendors maintaining a physical Broward County business address for at least one year prior to solicitation posting and holding a valid local business tax receipt; vendors must submit location certification by the bid deadline to qualify.
The scope is removal and reupholstery of tandem-chair seat backrests and bottoms with commercial-grade performance vinyl (Nassumi Esprit PES-008 or approved equivalent, minimum 250,000 Double Rub abrasion rating) and Gortex or marine-grade approved thread. Work is performed offsite, with pickup and delivery at BCAD Warehouse, 3400 SW 2nd Ave, Fort Lauderdale, Monday–Friday 7:30 a.m.–3:00 p.m., excluding holidays. All work must be completed within 15 business days of pickup. Pricing is quoted per-seat basis with all costs (labor, travel, delivery) included. The contractor must provide a minimum one-year warranty on workmanship and defective work must be repaired and redelivered within 10 business days of notification. Contractor personnel require FLL security identification badges and Airport Issued Identification Media with Level 1 FDLE background checks at vendor expense.
Contract term is one year from award, with four optional one-year renewals at County discretion. No guaranteed minimum quantities apply; all quantities are estimates. Award is made to the lowest responsive, responsible bidder on total bid-price basis, with County reserving right to award by item or group.
Vendors must provide commercial general liability ($1 million per occurrence / $2 million aggregate), auto liability ($500,000 combined), and workers' compensation coverage. All policies require 30 days' cancellation notice and must include Broward County as additional insured. Vendors must comply with required FAA notices for airport solicitations, airport procurement provisions, OESBD requirements, anti-human trafficking affidavits, litigation history disclosure, and vendor questionnaires. All questions are due by the questions deadline through BPRO; responses will be posted in the system's Messages section.
