About this opportunity
The Florida Department of Administrative Hearings (DOAH) is requesting proposals for a Search Function Solution for public-facing websites under RFP 26-27-001, with proposals due August 17, 2026 at 4:00 PM ET and public opening via Zoom on August 18 at 9:00 AM ET. DOAH intends to award a single purchase order or contract, though the agency reserves the right to make multiple awards, partial awards, or no award.
The solution must provide robust, secure, text-based search and retrieval of approximately 510,331 indexed PDF documents totaling 0.402 terabytes across five primary collections: Administrative Law Judge Recommended Orders and Opinions, Judges of Compensation Claims Final Orders, Agency Emergency Orders, Administrative Information Online, and IRC decisions, with anticipated annual growth of approximately 25,000 documents. The solution will replace the existing Mindbreeze InSpire enterprise search platform and must integrate with the current environment (Microsoft Internet Information Services and Classic ASP.NET) while preserving existing website navigation and layouts to the greatest extent practicable. Compliance with Chapter 120, Florida Statutes, and accessibility standards is mandatory.
DOAH will evaluate technical proposals (400 points) and cost proposals (100 points) for a total of 500 possible points. Vendors must submit three references demonstrating prior experience with similar projects and a pre-recorded presentation not exceeding 15 minutes. Fixed-price payment will be structured by project milestone, deliverable, or recurring maintenance and support services, subject to Florida's Prompt Payment Law.
The anticipated initial contract term is five years, with an option to renew for up to an additional five years, subject to appropriated funds and satisfactory performance. The effective contract date is September 25, 2026. Written questions are due July 29, 2026 at 5:00 PM ET; answers will be posted August 3. Vendors must complete mandatory certifications including non-collusion, scrutinized companies lists compliance, forced labor attestations, and Foreign Country of Concern attestations under Rule 60A-1.020, F.A.C., and register in MyFloridaMarketPlace within five days after posting of intent to award.
