About this file

This is a Request for Proposals (RFP) issued by the Division of Administrative Hearings (DOAH), an independent adjudicatory agency within the Executive Branch of the State of Florida, seeking a comprehensive Search Function Solution for DOAH's public-facing websites. The solicitation requests a robust, secure, and user-friendly text-based search platform that will replace the agency's existing enterprise search platform (currently Mindbreeze InSpire) and enable the public to efficiently search and retrieve information using keywords and text-based search criteria while maintaining compliance with Chapter 120, Florida Statutes, and accessibility standards. The solution must support full-text keyword searching of approximately 510,331 indexed PDF documents totaling approximately 0.402 terabytes across five primary searchable collections, including Administrative Law Judge Recommended Orders and Opinions (44,090 documents), Judges of Compensation Claims Final Orders (41,675 documents), Agency Emergency Orders (755 documents), Administrative Information Online (422,801 documents), and IRC decisions (1,010 documents), with anticipated annual growth of approximately 25,000 additional documents. The RFP was advertised and released on Thursday, July 23, 2026; the deadline for submitting written questions is 5:00 PM ET on Tuesday, July 29, 2026; answers to questions are anticipated to be posted on Monday, August 3, 2026; sealed proposals are due no later than 4:00 PM ET on Monday, August 17, 2026, and must be mailed, couriered, or hand-delivered to the Procurement Officer at DOAH in Tallahassee, Florida; the public opening of proposals will occur on Tuesday, August 18, 2026, at 9:00 AM ET via Zoom; the anticipated evaluation phase is August 25 through September 9, 2026; and the anticipated posting of intent to award is Tuesday, September 16, 2026, with an effective contract date of September 25, 2026. The anticipated initial contract term is five years, subject to the availability of appropriated funds and satisfactory vendor performance, with the option to renew for up to an additional five years under the same conditions.

DOAH intends to award a single purchase order or contract; however, the agency reserves the right to make multiple awards, partial awards, or no award if determined to be in the best interest of the State. The procurement will use a fixed-price payment method, with payment made upon receipt and approval of invoices and acceptance of deliverables by DOAH. Payments may be structured by project milestone, deliverable, or recurring maintenance and support services, with all invoices subject to processing under Florida's Prompt Payment Law (section 215.422, Florida Statutes). DOAH is not responsible for any costs incurred by respondents in preparing proposals, and all submitted materials will become the property of the State of Florida. The successful vendor must register in the MyFloridaMarketPlace (MFMP) system within five days after posting of the intent to award and will be subject to transaction fees as prescribed by rule 60A-1.031, Florida Administrative Code. The RFP requires vendors to submit a technical proposal worth 400 points and a cost proposal worth 100 points, for a total of 500 possible points. Respondents must provide three references demonstrating prior experience with similar projects, complete all mandatory certifications and forms regarding non-collusion, scrutinized companies lists, forced labor, and foreign countries of concern, and submit a pre-recorded presentation not exceeding 15 minutes describing the proposed solution and implementation approach. No incumbent vendor information is specified in this solicitation. The existing environment utilizes Microsoft Internet Information Services (IIS) and Classic ASP.NET with public PDF repositories and existing website navigation and layouts that must be preserved to the greatest extent practicable during implementation.
