About this opportunity
The South Dakota Game Fish and Parks Department is seeking a contractor to conduct a Snowmobile Program Passive Mobile Data Trail Use Survey for the state's 350-mile nationally recognized trail system in the Black Hills. The primary objective is to collect comprehensive data about snowmobile usage using passive mobile data collection methods, including resident/non-resident trail use, unique number of sleds, miles and hours traveled, use intensity at different trail locations, and the percentage of trail use by rental businesses. The procurement is structured as a Request for Proposal (RFP #25RFP14726) with proposals due on May 23, 2025, and an anticipated contract award date of June 16, 2025. Evaluation criteria will include specialized expertise (35%), resources availability (15%), past performance record (15%), project management techniques (10%), ability to handle special project constraints (15%), familiarity with project locale (5%), and financial impact on the snowmobile budget (5%). Interested parties may submit inquiries to Stephanie Buckley at stephanie.buckley@state.sd.us, with all communications to be posted on the state's e-procurement system.
The RFP does not specify any specific set-aside designations or restrictions on responding organizations. The contract will be for one year from the signature date, with data collection seasons covering 2019-20, 2020-21, 2022-23, 2023-24, and 2024-25, specifically during the snowmobile season from December 15th through March 31st. Proposals must be submitted in both hard copy (original and three copies) and electronic format on a flash drive or USB drive. While a specific budget range is not explicitly stated, the proposal requires a lump sum total project cost, with an option for an additional interactive dashboard. The state reserves the right to reject any or all proposals and negotiate terms with the highest-ranked offeror. All data collected must be anonymous and cannot be connected to any personally identifiable information, with the ultimate goal of providing scientifically sound snowmobile use estimation tools to support future budget decisions and operational efficiency for the South Dakota Snowmobile Program.
Opportunity text
The South Dakota Snowmobile Program, managed by personnel from the Game Fish and Parks Department manages a 350-mile nationally recognized trail system in the Black Hills. While this trail system has been around for over 50 years, not much is known about the amount of use this system sees. TRAFx brand trail counters have been used for over a decade, but accuracy of these trail counters during winter months has never been calibrated, and the data they provide are only useful in determining trends of use, not volume. Working with the South Dakota Snowmobile Association and Governor Appointed Snowmobile Advisory Council, program administrators have identified many challenges which will impact future budget decisions and operational efficiency. Throughout this evaluation, it became evident that scientifically sound snowmobile use estimation tools are needed to understand use in the Black Hills. To address the questions raised and produce recommendations, GFP and the Advisory Council have been exploring modern data collection methods in lieu of more labor intensive, expensive survey sampling methods.
GFP is seeking bids to collect data regarding the resident/non-resident makeup of trail use, the unique number of sleds on the trail system as a whole and specific trail segments, miles and hours traveled, intensity of use at different locations along the trail system, and the percentage of trail use that is attributable to snowmobile rental businesses to name a few.
The data collection method should be based on continuously collected passive mobile data or similar. All data collected through this process should be made anonymous, and data from each anonymous device should not be connected to any other personally identifiable information.
The increasing availability of passive mobile data products and services has led to a growing interest in accessing and analyzing this type of data in the recreational industry across the country, and we feel this method would best serve the South Dakota Snowmobile Program.
