About this opportunity

The City of Waco, Texas is requesting proposals for SCADA support, maintenance, troubleshooting, and on-call services for water and wastewater facilities under RFP 2026-006, with proposals due March 12, 2026 at 2:00 p.m. CST and opening at 2:01 p.m. CST via Zoom. Municipal water and wastewater SCADA experience is strongly preferred, though relevant industrial automation experience in Rockwell Automation environments will be considered.

The City's operational technology environment uses Rockwell Automation programmable logic controllers and human-machine interfaces with EtherNet IP communications across multiple treatment plants, pump stations, lift stations, reservoirs, and remote sites. The awardee must support and integrate with these existing platforms and comply with the City of Waco SCADA, Tagging, Instrumentation, and Controls System Standards Manual. Required certifications include Texas-licensed professional engineers, Texas-licensed electricians, Rockwell Automation platform certifications, and OSHA 10-hour safety training at minimum.

Phase 0 deliverables include a comprehensive assessment and implementation roadmap to be completed within 60 days of contract start, encompassing current-state assessment, risk register, asset inventory, and multi-site evaluation across the water and wastewater operational technology environment. Proposers may structure Phase 0 as a lump sum with optional unit-price adders for additional sites or deliverable depth. The contract term runs one year initially with four possible one-year renewals for a maximum five-year agreement, anticipated to start May 2026. Work is issued through task orders on an as-needed basis; the City has not established a guaranteed annual contract value or minimum work volume, and contractors may decline specific task orders with prompt notification.

Pricing must include hourly rates, applicable markups, and on-call service fee structures covering all labor including coordination and administrative activities. The City owns all existing PLC, HMI, and SCADA software licenses and provides access to licensed software; contractors must identify any required third-party subscriptions or specialty tools in proposals. Insurance requirements include workers' compensation, commercial general liability of $500,000 per occurrence, business automobile liability of $500,000 per occurrence, technology errors and omissions liability of $1 million, and professional liability as specified in the bid package.

Evaluation criteria: relevant firm experience (15 points), technical approach and service delivery model (30 points), operational technology cybersecurity maturity (15 points), on-call coverage model and response commitments (15 points), Phase 0 approach (10 points), and cost and overall value (15 points). Questions were due February 25, 2026. Addendum No. 1 and No. 2 clarify scope, pricing structure, task-order decline provisions, and insurance requirements.
