About this opportunity

The Santa Cruz County and San Francisco City are seeking a comprehensive SCADA Radio Replacement Project through RFP No. WT-0015, with proposals due on October 12, 2023. The procurement involves a complete radio network design and upgrade for the City Water Department, requiring a detailed desktop radio study and field survey to validate findings. Deliverables include radio telemetry network design, replacement of the existing SCADA radio network, relocation of the base radio tower, evaluation and potential reuse of existing equipment, configuration and testing of the new radio network, and full project management. Contractors must maintain uninterrupted water conveyance, treatment, and distribution operations throughout the installation process. Key qualifications include holding a valid California Contractor's General Engineering License "A" and ensuring all subcontractors have appropriate trade licenses. The project is scheduled to commence in Fall 2023 and must be completed within one year of the Notice to Proceed.

Bidders must make good faith efforts to hire qualified individuals from Santa Cruz County and employ apprentices enrolled in Division of Apprenticeship Standards-approved programs. The contract has specific labor code requirements, particularly for prevailing wage compliance under Labor Code section 1720. The estimated contract value is $250,000, with progress payments subject to a 5% retention withholding until 35 calendar days after recording the notice of completion. Contractors have the option to substitute securities or deposit retained earnings in an escrow account per California Public Contract Code Section 22300. The procurement appears to be open to general engineering contractors with specific licensing and local hiring requirements, with a preference for local workforce participation. No incumbent vendors were specifically identified in the documentation, and the project focuses on upgrading existing water department communication infrastructure.
