About this opportunity

The State of Illinois, through the Illinois State Board of Education (ISBE) and in cooperation with the Chief Procurement Officer for General Services, is seeking to establish multiple joint purchase master contracts to enable Local Education Agencies (LEAs) in Illinois to purchase online courses and related services on an as-needed basis. The objective is to create a statewide virtual course catalog program, providing LEAs access to a range of course offerings including core academics, electives, Advanced Placement, credit recovery, transitional English and math, and dual credit courses. Vendors must provide detailed course information, qualified instructors, data privacy assurances, registration webpages, learning management systems, and monthly reporting to ISBE. The initial contract term is from July 1, 2022 or date of execution to June 30, 2027, with no renewal options. Bids are due by June 13, 2022, and ISBE intends to award all responsive and responsible vendors.

The solicitation does not specify any set-aside designations or restrictions on the types of organizations that can respond. There is also no mention of incumbent vendors or existing infrastructure and technology that requires integration. The total award amount is $0, as vendors will bill each LEA separately for the actual costs of the supplies or services purchased, with ISBE seeking to establish maximum pricing. The State of Illinois will not make any payments to the vendors nor reimburse them for any expenses.
