About this file
This document is the PowerPoint presentation slides for the pre-bid conference webinar for the Illinois Virtual Course Program, which is being issued by the Illinois State Board of Education (ISBE) in cooperation with the Chief Procurement Officer for General Services. The purpose is to establish multiple contracts to enable Local Education Agencies (LEAs) in Illinois to purchase online courses for middle and high school students in various categories such as core academic, credit recovery, AP, Pre-AP, CTE, transitional English/math, and dual credit. Vendors must provide detailed course information, meet instructional rigor and scope requirements, list qualified instructors, and comply with data privacy laws. Key deliverables include a course catalog, data privacy assurances, registration webpage, learning management system, and monthly reporting to ISBE. The contract term is from July 1, 2022 or date of execution to June 30, 2027, with a maximum term of 10 years.
Vendors must submit their bid responses by June 13, 2022 at 2pm CDT. Responses will be ranked with the lowest cost vendor as primary, and ISBE intends to award all responsive and responsible vendors. Vendors will bill LEAs separately for their actual share of costs, and disputes will be resolved between the affected parties. Transitional math/English and dual credit courses have additional requirements related to community college partnerships and the Dual Credit Quality Act.
