About this file

This document is an addendum to a solicitation for the Illinois Virtual Course Program issued by the Illinois State Board of Education (ISBE). The addendum provides clarification on several questions related to the requirements, including the need for providers to re-apply even if currently approved, the required course-level documentation, billing processes, course registration management, teacher certification, and the ability to add courses after the initial year. Key details include that each provider must develop their own registration page, all courses must be taught by an instructor with an Illinois Educator Identification Number, and reciprocity for out-of-state teacher certification is not automatically granted. Vendors are required to provide a list of qualified instructors at the time of bid submission.

The solicitation is seeking virtual course providers that will use instructors provided by the course providers to deliver instruction. Providers can offer courses as individual enrollments or as bundled packages. Pricing terms state that ISBE will not accept exceptions to the "Most Favored Nation Clause." The initial delivery of courses is at the discretion of the selected providers, and ISBE will create and maintain a statewide course catalog with links to the provider registration pages.
